Overview
Hull has the 2nd highest level of flood risk in the UK outside of London. The risk is a combination of multiple sources; tidal, fluvial, surface water, sewer and ground water. Many organisations are involved in managing this risk, and they have formed the Living with Water Partnership to create a thriving community in Hull and Haltemprice through coordinated flood risk management.
Responsibilities
* Deliver, manage, and oversee the sustainable drainage systems (SuDS) across the city, through new development and retrofit programmes.
* Take a leading technical role to ensure compliance with national and local SuDS policies and standards during planning and post‑delivery phases.
* Act in a Clerk of Works capacity, overseeing construction quality, supporting adoption processes, enforcing requirements, and maintaining accurate asset records.
* Facilitate delivery of the 25‑year Blue Green Plan, assisting project managers with feasibility, design and construction of retrofit SuDS, and identifying opportunities to align SuDS delivery with other capital or infrastructure projects.
* Coordinate communication and meetings across stakeholders such as Yorkshire Water, Planning, Highways, Biodiversity, Flood, Open Spaces, and Grounds Maintenance to achieve consensus and keep programmes on cost, quality and schedule.
* Assess SuDS designs to ensure all proposed features are appropriate, compliant with standards, and have suitable long‑term maintenance arrangements.
* Provide coordinated, consistent technical advice that aligns with the advice of Planning, Development Management, Highways, Biodiversity Officer, Flood Team, Open Spaces, Grounds Maintenance and Yorkshire Water.
* Influence the development and refinement of local and national policy to embed SuDS requirements within key strategic documents.
* Promote the concept of well‑designed SuDS internally and externally, including setting up workshops, CPD sessions, and engaging with community groups and schools.
* Lead early engagement with developers and other stakeholders to ensure integration of SuDS and achievement of their benefits.
* Work with other teams to understand and resource maintenance requirements, set policy around adoption and maintenance of SuDS, and set commuted sums.
* Monitor construction sites for compliance with CDM regulations and the Health and Safety at Works Act.
* Record and log changes to the council’s asset register for new SuDS assets.
Qualifications
Engaged and enthusiastic team member with good knowledge of SuDS, capable of interpreting drawings and guidance to determine compliance, and committed to creating a better environment for all.
Pay and Grading
Grade 8. Pay range: £36,363 – £39,152.
