The role
On behalf of a local council we are seeking a Project Manager to coordinate and deliver projects as part of an Information and Data Management (IADM) Programme. The Programme focuses on Enterprise Content Management and other business‑focussed ICT initiatives that enable effective business change across multiple services, supporting information assurance, reducing duplication, improving efficiencies and increasing compliance.
Key Responsibilities
* Manage, develop, implement and maintain ICT policies, processes, projects, products and services for the Council in accordance with the Corporate Plan, ICT investment strategy and delivery programme.
* Ensure delivery meets business requirements and complies with appropriate professional technical and national standards.
* Coordinate multidisciplinary teams, including matrix management of staff working on project teams.
* Lead programme and project management activities, including initial scoping, feasibility assessments, budgeting, risk assessment and critical path analysis.
* Implement ongoing process improvement and develop educational programmes to support initiatives.
* Manage tendering and contract processes, preferably within a Local Government setting.
* Collaborate with technical and business partners to identify and realise benefits, income, savings and improvements.
* Partner with internal and external stakeholders to achieve common goals.
Qualifications and Experience
* Degree level qualification in a relevant field or equivalent experience.
* Prince 2 Practitioner certification is desirable.
* Experience in a local authority or public sector organisation.
* Previous project or programme management experience, demonstrating Business and ICT capabilities.
* Strong technological understanding and ability to relate this to cultural and business change.
* Experience managing budgets, stakeholder engagement and multi‑disciplinary teams.
* Experience in managing projects using Prince 2 planning, management and control techniques.
* Background in working with stakeholders to achieve common goals.
