Key Responsibilities
Consents Strategy & Programme Alignment
* Contribute to the overall consents approach, including primary DCO requirements and associated secondary approvals (such as environmental permits, highways consents, flood risk permits, and similar).
* Develop and maintain a centralised consents tracker, including programme integration and risk identification.
* Ensure alignment across project teams on consent routes, supporting documentation, and critical timelines.
Environmental Coordination (EIA)
* Oversee and coordinate environmental consultants, ensuring outputs are consistent, compliant, and aligned with programme needs.
* Manage scopes, timelines, and budgets across environmental workstreams.
* Ensure environmental reporting is coherent across all disciplines and suitable for submission and stakeholder engagement.
* Monitor quality and completeness of environmental documentation used throughout the approval process.
DCO Process Management
* Pre-application: Support consultation activities, coordinate agreements with stakeholders, and engage with relevant authorities and regulators.
* Examination phase: Lead coordination of responses, submissions, and hearings, ensuring all materials are accurate and submitted on time.
* Post-consent: Manage discharge of conditions and ensure all requirements are met ahead of construction.
Stakeholder Engagement
* Work closely with regulators, planning authorities, and key consultees on environmental and planning matters.
* Support negotiations relating to technical approvals, agreements, and protections.
* Maintain clear communication across internal teams and external stakeholders, including community-facing functions.
Reporting & Controls
* Produce forward-looking updates, status reports, and governance documentation.
* Ensure all approvals, submissions, and supporting records are properly documented and controlled.
Team Collaboration & Leadership
* Provide direction and support to consents and environmental team members.
* Collaborate with senior project leadership to ensure consents activities align with overall delivery milestones.
Background & Experience
* Relevant degree in planning, environmental disciplines, engineering, or similar.
* Demonstrable experience managing permits and approvals on large or complex infrastructure projects (aviation or transport preferred).
Skills & Knowledge
* Good understanding of UK planning frameworks, environmental assessment processes, and associated approvals.
* Experience managing environmental consultants and technical submissions.
* Strong stakeholder management and negotiation capability.
* Ability to manage multiple workstreams, risks, and reporting requirements within a structured programme.
