VolkerStevin is recruiting for a Senior Buyer (Subcontract). This role is based in the South West, with opportunities to work on sites around Plymouth and in our Exeter office. It offers a great chance to join our procurement team as a Subcontract Senior Buyer.
Previous experience in heavy civil engineering subcontract buying is essential. The role requires passing security clearance. Experience in MOD/DIO or Nuclear environments is advantageous but not mandatory.
Overall role purpose:
To establish, maintain, and improve the control and effectiveness of the buying function in line with company policies and business objectives.
Key Accountabilities:
* Develop bid lists and perform due diligence on proposed subcontractors for tender and procurement packages, for approval by the project team and procurement manager.
* Create tender and project procurement strategies in collaboration with the project team, identifying risks and opportunities to achieve best value.
* Develop and manage the tender/project procurement schedule with the project team.
* Gather subcontract and material enquiries for assessment by estimators and site management.
* Manage timely quotation submissions, conduct value analysis, and recommend actions for approval.
* Lead negotiations with supply chain partners.
* Organize and lead supplier/subcontractor meetings, including mid-tender, post-tender, and final negotiations.
* Chair pre-let meetings before subcontract awards.
* Ensure internal governance compliance, including proper documentation such as order templates and requisition forms.
* Lead procurement reviews to ensure completeness of schedules, allowances, order values, and meeting actions.
* Support project delivery by monitoring subcontractor and supplier performance and mediating disputes.
* Maintain good knowledge of local supply chain capacity and capabilities.
* Align procurement activities with business objectives and internal policies.
* Follow VolkerStevin HSEQS procedures and objectives.
* Implement and manage supply chain agreements, including mini frameworks and preferred supplier arrangements.
* Build relationships with suppliers, gather market intelligence, and promote innovation.
* Manage supply chain performance through reviews and lessons learned.
* Maintain accurate document management and storage.
* Represent VolkerStevin at client and supplier workshops and seminars.
About you:
* Experience in heavy civil engineering procurement.
* Working towards or holding a CIPS Professional Qualification.
* Strong knowledge of civil engineering and procurement in construction markets.
* Proficient with Word, Excel, Teams, and relevant industry software.
* Ability to work independently with minimal supervision.
* Good understanding of subcontract forms of contract.
* Extensive knowledge of trades and materials in civil engineering.
* Strong commercial and analytical skills.
