About the Role: Fixed Term Contract until September 2028

We’re looking for a skilled and motivated Retrofit Programme Manager to lead the delivery of our flagship Warm Homes: Social Housing Fund project.
This is a unique opportunity to shape how we retrofit our homes—improving thermal comfort, reducing carbon emissions, and delivering better living standards for our residents.
You’ll oversee the full lifecycle of the programme: from planning and monitoring delivery, to managing performance, risk, and budget. You'll work closely with internal teams, contractors, and the funding body to ensure the programme achieves its aims on time, to quality standards, and within budget.
If you have a solid technical background in retrofit, low carbon housing, or energy efficiency—and the confidence to manage complex projects—this role offers the chance to make a significant and lasting impact.
Key Responsibilities
* Lead Programme Delivery
* Take ownership of the successful delivery of the Warm Homes: Social Housing Fund programme—ensuring it meets all funding, quality, and performance requirements.
* Funding Administration
* Act as the main point of contact for the grant funder, responsible for programme-level reporting, compliance, and relationship management.
* Technical Expertise & Guidance
* Provide informed technical advice on retrofit and low carbon measures, including fabric-first and whole-house approaches, to support decision-making across Housing Operations.
* Performance & Quality Oversight
* Monitor contractor performance, carry out site visits, review delivery against standards, and take timely action where performance falls short.
* Stakeholder Coordination
* Liaise with residents, leaseholders, contractors, suppliers, and internal teams to ensure retrofit delivery is sensitive to local needs and delivered with clear communication and minimal disruption.
* Risk & Issue Management
* Identify and manage project risks, escalating concerns appropriately and proactively developing mitigation strategies.
* Budget Management
* Administer and monitor a programme budget of £1m+, ensuring value for money and accurate financial reporting throughout the project lifecycle.
* Data & Insight
* Support the collection and use of energy performance and asset data to target improvements and drive ongoing investment in energy-efficient homes.
* Reporting & Governance
* Provide regular updates on project KPIs, risks, and outcomes to funders, senior management, and elected members.
What We’re Looking For
We're seeking a confident and capable professional with:
* A strong technical understanding of energy efficiency, building performance, and retrofit best practices
* Proven experience delivering retrofit, decarbonisation, or energy projects in housing, construction, or a similar field
* Excellent project management and communication skills, with the ability to balance stakeholder needs and technical delivery
* Experience managing funding or grant-led programmes, ideally with public sector or social housing exposure
