Intelligence & Analysis Manager (IPET)
Duration: 6 months
Rates: Inside IR35 via Umbrella
Location: Staffordshire (hybrid working arrangements apply)
We are seeking an experienced Intelligence & Analysis Manager to join the Improvement, Performance and Engagement Team (IPET) within Children and Families. This is a key leadership role focused on turning information into intelligence to improve outcomes for children, younger people, and families.
You will support the Intelligence and Analysis Lead and senior leaders across the Children and Families system, managing a team of analysts and leading the development of innovative, intelligence-led reporting and insight.
Key Responsibilities
1. Lead and manage the work of the Intelligence, Performance and Analysis team, ensuring delivery against directorate and corporate priorities
2. Coach, manage, and develop analysts, embedding a culture of continuous improvement and high performance
3. Lead the development and delivery of self-service reporting and analysis for defined business areas
4. Deliver complex quantitative and qualitative analysis to inform decision-making, service development, and performance improvement
5. Produce and present intelligence-led performance reports, including contributions to directorate reports and self-evaluations
6. Lead the processing and submission of statutory national data returns, identifying risks and proposing solutions
7. Correlate intelligence and performance data to develop predictive analysis and impact assessments
8. Design and implement innovative technical reporting solutions aligned with latest technology and best practice
9. Work collaboratively with ICT, partners, and stakeholders to ensure GDPR-compliant, intelligence-led reporting
10. Maintain and enhance core systems, data quality, and reporting standards
11. Ensure all analysis and reporting processes are documented, embedded, and regularly reviewed
12. Support the embedding of intelligence-led decision-making and outcome-based performance across the system
13. Contribute to continuous improvement informed by inspections, audits, reviews, and national best practice
Required Skills & Experience
14. Degree-level qualification (Level 6) or equivalent experience in Business Intelligence, data management, or analysis
15. Significant experience in business intelligence and performance analysis, ideally within a public sector or Children & Families environment
16. Strong technical experience using tools such as Power BI, SQL, and O365
17. Proven experience managing and developing analytical teams
18. Experience producing accurate, user-friendly, GDPR-compliant reports and responding to FOI requests
19. Knowledge of predictive analysis, demand management, and outcome-based performance frameworks
20. Strong stakeholder management, communication, and influencing skills
21. Excellent analytical capability, attention to detail, and ability to work to tight deadlines
