Your new role
This interim role is focused on OD / Change - 4 month assignment. We are open to remote, hybrid and on-site working.
Purpose of the role. We are seeking a high-calibre change and improvement professional to join the change and improvement team on a temporary basis. This strategic role will support the development and delivery of a new Target Operating Model (TOM) for the organisation, alongside frameworks for change management, benefits realisation, and continuous improvement.The successful candidate will work closely with senior leaders etc to shape and implement transformational change across the organisation.Key Deliverables
* TOM Redesign Proposal and Implementation Plan
* Lead the development of a full proposal for a redesigned TOM that addresses current federation challenges and enables a unified organisational structure.
* Produce a clear, board-ready implementation plan with milestones, risks, and governance.
* Change Roadmap and Benefits Realisation Framework
* Design and establish an organisation-wide framework for change delivery, including benefits tracking and efficiency monitoring.
* Align the framework with strategic priorities and reporting requirements.
* Continuous Improvement Resources and Workshops
* Develop practical resources and workshop formats to support local business units in identifying their ideal TOM and opportunities for effectiveness and efficiency.
* Facilitate pilot workshops and capture learning to inform wider rollout.
What you'll need to succeed
Essential skills and experience include
* Proven experience in organisational design, change management, and continuous improvement
* Strong stakeholder engagement and facilitation skills, with experience working at senior levels.
* Ability to produce high-quality strategic documents and implementation plans for board-level audiences.
* Experience in benefits realisation and performance tracking frameworks.
* Excellent written and verbal communication skills, with a plain English style.
Desirable Experience
* Civil Service or public sector experience, ideally within an arm's-length body or federated organisation.
* Familiarity with TOM development, e.g. Hoshin Kanri, and/or similar structured review methods.
* Understanding of strategic priorities and operating context.

* Able to coach and influence others, including senior stakeholders.
