The Clinical Lead will be accountable to the Clinical Director to ensure the Pre-Operative Assessment Department meets its required objectives for its operational performance., The recruitment process will include a value-based interview as well as a formal interview, with the Panel including the Clinical Director and representatives of Clinical Support Services (CSS) Division. The post will attract 1 SPA, which can either be in addition to the existing job plan, or replace other activity. A job plan can have a maximum of 12 PAs., The Clinical Lead is responsible and accountable to the Clinical Director, working with the Directorate Manager, Clinical Leads and Nursing Leads within the Directorate and across the Trust to:

* Provide visible clinical leadership of a high-quality Trust-wide Pre-Operative Assessment Service (hub and spoke model) ensuring this work efficiently, effectively and consistently
* In conjunction with key stakeholders, work as part of the CAPPRO Clinical and Operational Leadership Team to strategically develop the quality, clinical governance, Patient Safety Incident Response Framework (PSIRF) and improvement workstreams.
* Supervise Clinical Governance within the Pre-Operative Assessment Service
* Lead development of the service to ensure a consistent and joined up POA service across the Trust (hub and spoke model)
* Ensure the Trust NICE guidance policy and PSIRF workstream relevant to POA is implemented and readily able to produce evidence when required to do so.
* Work in a collaborative manner within the management structure of the Directorate and Division
* Address any concerns through appropriate structures and policies in conjunction with Directorate Manager, Nurse Leads and respective Clinical Leads across the trust.
* Agree, coordinate and maintain policies and procedures that enable all trust preoperative assessment services to optimise patients safely and efficiently for surgery, in conjunction with medical and nursing colleagues.

Working for our organisation The Clinical Lead is appointed via a formal recruitment process for an initial 3 year period subject to satisfactory performance and annual review, which may be extended following advert & interview process. These posts will be remunerated through the SPA system for medical staff and on a sessional basis for non-medical staff. If a medical appointment to this post: 1 SPA is allocated for this post. The post will be subject to annual appraisal by the Clinical Director Changes to the Clinical Lead's job plan will be negotiated with the Clinical Director and will be remunerated through reallocation of DCC and SPA within the resources of the directorate.


Service Planning and Development

* Lead development of the service to ensure a consistent and joined up service across the Trust (hub and spoke model)
* Contribute to the preparation of the strategic and annual plans for the service and the development of the Directorate's input into the Divisional annual business and workforce plan including recruitment
* Work with surgical services to ensure that the CAPPRO Pre-Operative Assessment Service operating model can ensure sufficient capacity to assess patients in a timely manner and so ensure sufficient patients are fit for surgery in order to maximise theatre utilisation
* Take part as appropriate in annual service agreement negotiations
* Work with the Clinical Director, Clinical Lead for Anaesthetics, Clinical Lead for Critical Care, Directorate Manager, Nursing Leads, business and performance colleagues as appropriate in the preparation of business cases and service developments for CAPPRO and other POA areas
* Contribute to business cases in relation to service development across the trust
* Review the overall service delivered with the appropriate members of the Directorate, e.g., anaesthetics clinical lead, critical care clinical lead, anaesthetics rota master and lead clinicians, and contribute to service development by discussing proposed service developments with the directorate and divisional management teams
* Ensure that team members actively engage in planned service developments within POA, Directorate and Trust e.g., undertaking appropriate training for these and follow planned implementations
* Engaging with digital POA solutions and POA promises workstreams.
* Develop proposals for working collaboratively with external stakeholders and Buckinghamshire, Oxfordshire and Berkshire West Integrated Care System (ICS), primary care colleagues and service users to facilitate service improvement and flexibility
* Work with Anaesthetics Clinical Lead and Critical Care Clinical Lead to develop safe and effective procedures to care for patients in the early post-operative period following major surgery
* Recognise and support through service development the different pre-surgical workup required for high-risk patients: risk‑stratification, shared‑decision making and planning for the perioperative period in line with the principles of perioperative medicine


Operational Management

* Work closely with Directorate Manager and POA Nurse Leads to ensure sufficient POA capacity to enable surgical services to maximise theatre productivity
* Ensure and encourage the effective implementation of all Trust policies including health and safety, procedures and standards as appropriate
* Work with the Clinical Director, Directorate Manager and operational teams across the Trust, to develop a multi-disciplinary patient-centred service to prepare and optimise patients before surgery in a timely fashion to achieve National and Local performance standards, including elective recovery plan, 18-week Referral To Treatment (RTT) standard and Cancer standards
* Ensure elements of the NHS Standard contract relevant to POA are delivered
* Ensure that all temporary staff are booked through the correct procedures and have systems in place to ensure cover and service provision


Financial Management

* Be familiar with the financial and performance metrics of the Trust and work with the Directorate Manager, POA Nurse Leads and respective Clinical Leads for Anaesthetics and Critical Care to ensure effective performance management systems are in place
* Ensure that the clinical service operates within the Trust's Standing Financial Instructions & Standing Orders
* Work with the Directorate management team and other colleagues where appropriate to achieve savings targets and ensure financial viability
* Work with colleagues to identify areas where savings or income generation can be found and to work towards delivering these once identified


Human Resources Management and Organisational Management

* Ensure there is effective communication within the clinical service (including e.g., re: clinic cancellations/staff absence) and other POA service within the Trust
* Implement and ensure the Trust-wide Human Resources policies are followed, e.g., ensure appropriate induction programmes are in place and exit interviews are utilised
* Work collaboratively with all clinical and non-clinical colleagues
* Accountable for ensuring that workforce resources are appropriate for levels and type of activity and provision of high-quality care, ensuring continued productivity and efficiency improvements
* Be appropriately involved in the selection and appointment of key staff within the POA service and ensure appointments are made based on skills, experience, aptitude and values that align with the trust's values and ethos
* Work with Clinical Lead for Anaesthetics and Clinical Lead for Critical Care to ensure job plans are in place for all consultants and non-consultant career grade posts that align with the needs of the clinical services and be included in the annual job planning process for medical staff delivering POA
* Create opportunities to enhance staff engagement and empowerment in the operational running of POA services across the trust.
* Support education programmes for nursing and medical staff to permit safe, effective and efficient delivery of the service. Ensure that adequate training opportunities exist for core and specialty medical trainees in modules relevant to perioperative medicine


Qualifications

* Experience of constructive working in a multidisciplinary environment
* Evidence of effective use of information technology, including online communication
* Experience of clinical work in an Adult Intensive Care service

* Experience in business case development
* Knowledge of governance processes
* Effective communication skills
* Previous leadership / management experience, You must have appropriate UK professional registration.
