Job summary
The successful candidate will lead the Compliance Policy and Design Standards (CPDS) team and have a personal role in shaping the future of how the tax system supports compliance.�
CPDS work closely with colleagues in Customer Strategy and Tax Design (CSTD) and HM Treasury to ensure policy is developed with compliance �designed in� and that the impacts of policy change on compliance and CCG requirements are understood. The team also help identify compliance risk and develop policy or investment proposals to help address those.
This includes developing measures to close the Tax Gap at fiscal events and looking at where longer term policy reform can manage compliance risks. The team leads the HMRC�s long term vision about how Tax Administration Framework Reform can support compliance and supports investment decisions through managing the pipeline of potential measures.
The successful candidate will provide clear direction and support to their teams. The Deputy Director will balance short term urgent requests whilst maintaining progress on longer term reforms. They will also be influencing decision making at senior levels, building collaborative and constructive relationships across the Enterprise. The successful candidate will be comfortable using both quantitative and qualitative information to understand the impacts of policy and/or investment proposals the successful candidate will communicate the impacts of those at a strategic level.

Key Responsibilities�
1. Lead work across HMRC to develop a pipeline of policy measures to support compliance, including both long and medium term reforms to the design of the tax system
2. Support the development of policy measures for fiscal events, influencing policy design to embed compliance, understand our likely compliance response and its resource implications.
3. Lead the development of longer term plans for our approach to compliance including identifying investment opportunities and building a case for those investments.
4. Develop and implement proposals to modernise the Tax Administration Framework to build trust in HMRC as well as changes that can improve departmental productivity.
5. Lead the CP&DS team setting clear direction and objectives, supporting development through coaching, and making the team a diverse and enjoyable place to work.

Essential Criteria:
6. Experience of clear and visible leadership across departmental boundaries, creating a delivery focus from ambiguity and building a sense of shared ownership and accountability for strategic objectives.
7. Proven ability to lead through change, supporting and stretching teams to deliver challenging objectives by continually adapting their approach.
8. Significant experience of working on complex policy issues in a rules-based or analytical environment.
9. A track record of influencing a wide range of stakeholders, including senior colleagues, through clear, concise, and tailored communications.
