Job Description
Reporting to the Overlay Lead and working closely with the Central Services team, the Overlay Project & Contracts Manager will be responsible for both overlay project management and the commercial and contractual management of suppliers delivering competition venues.
This role will plan, procure, and manage temporary infrastructure and services, ensuring that suppliers deliver on time, within budget, and in line with design, safety, and operational standards. It combines overlay delivery oversight (design, logistics, site coordination) with end‑to‑end contract management (procurement strategy, negotiation, administration, risk and claims control).
The ideal candidate has major event overlay delivery experience, strong commercial acumen, and the ability to drive complex supplier packages from sourcing through to demobilisation.
Working Arrangements
The role will commence in the Organising Company’s Glasgow city centre office, with visits required to competition venues to fully deliver the responsibilities of the role. The location for the role will transition to be based at a competition venue as we approach the Games.
The role will be contracted for 40 hours per week, with requirements to be in the office aligned to the Organising Company’s planned working pattern. All travel to your place of work will be at your own cost. During the Games operational period, shift patterns are likely to be required which could include weekends.
Key Responsibilities
Overlay Project Management
* Develop and manage the Overlay Delivery Plan across venue clusters — including design development, procurement sequencing, build readiness, Games‑time operations, and demobilisation.
* Oversee temporary infrastructure installation (e.g., tents & structures, seating, cabins, fencing, FF&E, site services) to ensure compliance with design, safety (including CDM), sustainability, and operational requirements.
* Coordinate suppliers with Venue Operations, Sport, Technology, Security, Transport, Broadcast, City partners and authorities, managing access, permitting, accreditation, logistics, and asset recovery.
* Monitor site delivery progress against the master schedule; resolve issues early to protect critical path milestones.
* Support test events and readiness exercises, capturing lessons learned to refine operational plans.
Procurement & Contract Management
* Lead the procurement strategy and processes across the Overlay programme — ensuring transparency, value for money, and ethical sourcing.
* Own category strategies for overlay commodities and services; develop sourcing plans that embed sustainability, social value, and local SME inclusion.
* Manage the full tendering lifecycle: PQQ/RFI/RFP, evaluations, negotiations, and award of frameworks or call‑off contracts with clear scopes, SLAs/KPIs, H&S/CDM requirements, and mobilisation milestones.
* Administer contracts through delivery: change control/variations, risk and claims management, value engineering, payment security, insurances/bonds, and performance dashboards.
* Collaborate with Finance to align contracts with budgets, track spend, and ensure timely invoicing and payments.
* Maintain audit‑ready documentation for governance, legal compliance, and financial reporting.
Commercial Risk & Performance
* Identify and manage contractual and commercial risks, implementing mitigation strategies and resolving disputes promptly to minimise impact on programme delivery.
* Drive supplier performance management, ensuring readiness milestones, quality standards, and health & safety compliance are met.
* Continuously improve procurement and contract administration processes to support speed at scale and best practice for future events.
Experience
* Proven overlay delivery and contract management experience in major multi‑sport or large live event environments, managing multi‑venue, time‑critical programmes.
* Category leadership across Games‑relevant commodities (e.g., seating, tents & structures, scaffolding/access, fencing, cabins, FF&E, cleaning & waste, catering, fleet & traffic management, signage/wayfinding, uniforms/PPE).
* Contract administration of high‑value packages (frameworks/call‑offs, UK construction forms), including due diligence, supplier audits, and H&S/CDM compliance.
* Skilled in cost, schedule, and supplier data analysis to produce clear, actionable reporting.
