The Chesterfield-Colonial Heights Department of Social Services is seeing to hire a Housing Choice Voucher Program (HCVP) Supervisor to lead our Housing Choice Voucher Program team that helps individuals and families in Chesterfield County and Colonial Heights navigate HCVP services while ensuring they receive the necessary support to secure safe and affordable housing.
What You Do and How You Do It:
As the Housing Choice Voucher Program (HCVP) Supervisor, you will be responsible for supervising the daily operations of the Housing Choice Voucher program team to ensure compliance with HUD regulations and agency and Virginia Housing policies. You will supervise and support HCV program staff, including assigning caseloads, monitoring performance, conducting coaching sessions, and providing ongoing training and professional development. It will be your responsibility to foster a positive team culture that emphasizes accountability, ethical decision-making, responsiveness, and continuous improvement. You would be expected to lead by example with integrity, consistency, and a commitment to equity and quality service delivery. As the HVCP Supervisor, you’ll ensure compliance with HUD regulations, including eligibility determinations, income calculations, inspections, re-certifications, and lease-up processes. You’ll be expected to review and approve participant files, rent reasonableness determinations, housing assistance payments, and other key program actions. As Supervisor, you will monitor program metrics, caseload activity, and performance indicators to ensure compliance with HUD standards (e.g., SEMAP) and internal quality benchmarks. You will serve as the escalation point for complex participant or landlord issues, using sound judgment and clear communication to resolve concerns. It would be necessary for you to build strong relationships with internal departments, landlords, and community partners to support housing stability and program goals. You will contribute to the development and implementation of policies, procedures, and workflow improvements to strengthen program integrity and efficiency. As Supervisor, you will also prepare reports for audits, HUD reviews, and internal management purposes. You will perform other work as required.
Here's What You Need:
1. Bachelor’s degree with major course work in business administration or related field supplemented with considerable experience in assisted housing management including some supervisory experience OR any equivalent combination of training and experience which provides the required knowledge, skills, and abilities.
2. Considerable knowledge of the theory, principles, and practices of assisted housing management and operations; Federal and State regulations governing assisted housing activities; supervisory principles and practices; business and management principles involved in strategic planning, resource allocation, leadership technique, and coordination of people and resources.
3. Demonstrated ability to recognize and solve difficult interpersonal problems concerning occupants of assisted housing units; communicate effectively both orally and in writing; plan, organize and supervise the work of subordinate employees; and establish and maintain effective working relationships with governmental officials, residents, the general public and associates.
We’re Looking for Ideal Candidates Who Have:
4. Knowledge of HUD and other Federal, State, and local regulations related to the Housing Choice Voucher operation of public housing authorities and non-profit organizations preferred.
5. Knowledge of the principles of effective supervision preferred.
6. General knowledge of City and County Housing codes preferred.
7. Broad awareness of current trends in management consulting, organizational development, and administration of public and private for-profit organizations preferred.
8. Ability to apply, evaluate and manage the affordable housing program preferred.
9. Knowledge and experience using the below leadership competencies and behaviors preferred. Current valid driver’s license and good driving record required. Based on the Virginia DMV point system, record must not reflect a total of six or more demerit points within the twenty-four months preceding the anticipated hire date, or one major violation of six demerit points within the preceding thirty-six months. Out of state driving records must be obtained by applicant and presented at time of interview. Records must reflect at least three years of history and be dated within thirty days of interview date. Pre-employment drug testing, FBI criminal background check and education/degree verification required. A Chesterfield County application is also required and must be submitted online by the deadline.
This position manages an Emergency Shelter Team during times of natural disaster, reporting to shelter duty as required.

You must be comfortable with handling multiple priorities and several interruptions all day.
