Cheltenham, London, or Manchester. Minimum salary £100,133 per annum plus non‑concessionary payment £3,144 (subject to security compliance). London Pay Addition £6,250 if contracted to London.
Working Pattern
Full‑time, minimum 30 hours per week. Hybrid role: approximately 20% homeworking, remainder office attendance. Frequent travel to Cheltenham for leadership presence.
About the Role
Deputy Director – HR. Reporting to Chief People Officer. Lead delivery of key HR initiatives across the organisation, focusing on Pay, Pensions, and Careers and Skills.
Key Responsibilities
* Lead the development and implementation of the annual pay award remit, ensuring compliance with legislation.
* Negotiate with trade unions and stakeholders to secure agreement on pay awards and related terms and conditions.
* Analyse and interpret data to inform pay decisions and ensure fairness and equity.
* Oversee policies and administration of pension schemes, ensuring compliance with regulations.
* Develop and implement pension strategy and communicate changes to employees and stakeholders.
* Design and develop career pathways for professional groups in partnership with heads of profession.
* Align careers and skills across UKIC and identify gaps to develop targeted interventions.
* Ensure effective engagement with safety, health, wellbeing processes and management of psychological risk.
About You
Experienced HR professional, leader with strong resilience, teamwork and self‑awareness. Demonstrates GCHQ values, inclusive and collaborative approach. Excellent communicator, able to explain complex issues.
You Will Have
* Professional HR qualification CIPD Level 7 and significant senior HR experience.
* Proven track record of delivering complex HR projects and managing stakeholder relationships.
* Strong knowledge of employment law, pensions, and pay practices.
* Excellent analytical, problem‑solving, communication, and negotiation skills.
* Ability to work at a strategic level and influence organisational decision‑making.
* Experience in a large or complex organisation.
* Knowledge of careers development and talent management principles.
