Join Essex ICB at an exciting time as we transform how care is delivered through neighbourhood health. We are seeking a Head of Neighbourhood Health to lead the delivery of an integrated neighbourhood model of care in South West Essex.

This is a key leadership role shaping services for the residents of South West Essex. You will drive the development of neighbourhood models that bring care closer to home, improve outcomes and reduce inequalities.

Working across partners, you will lead complex programmes, support system collaboration and contribute to strategic priorities, with responsibility for quality, performance and resources.

Main duties of the job

The role will drive the development of integrated neighbourhood models that support prevention, improve outcomes and reduce inequalities.

Working across organisational boundaries, you will build strong partnerships with NHS providers, local authorities, primary care and the voluntary sector to support system-wide collaboration and transformation. The role will contribute to strategic planning and ensure delivery of ICB priorities and national policy, including the shift towards care closer to home.

About You

You will be an experienced senior leader with a strong track record in commissioning, transformation and partnership working within complex health or public sector environments. You will bring significant experience of managing services, budgets and programmes, alongside the ability to lead change and deliver measurable improvements.

You will have:

* Strong understanding of NHS policy, systems and neighbourhood health models.
* Experience of working collaboratively across organisations.
* Excellent communication, influencing and relationship-building skills.
* Strong analytical skills and the ability to manage complex information and competing priorities.

NHS Essex ICB is a statutory organisation responsible for the planning and funding of NHS services for around 1.9 million people across Essex. Our role as an ICB is to bring health and care services together, improve the health and wellbeing of our population and ensure equitable access to services and outcome for everyone. The organisations headquarters is Seax House, Chelmsford, and we operate a hybrid working model (2 office-based days) that includes working across Essex and from home. Job responsibilities

ROLE PURPOSE / SUMMARY

The proposed Essex Integrated Care Board (ICB) will be a new organisation formed through the consolidation of three ICB areas in response to the NHSs ambition to deliver a more streamlined, strategic and cost-effective model of health commissioning. The ICB will oversee the commissioning of care for the approximately 2 million people who live in Essex. Operating within a reduced running cost envelope and aligned to the new requirements of ICBs in England, the proposed Essex ICB will focus on improving population health outcomes, health equity and smarter resource allocation.

The Head of Neighbourhood Health holds corporate responsibility for the strategic and operational commissioning of Neighbourhood and primary care services across Essex, this includes the commissioning of General Practice, Optometry, Dental alongside NHS community services. This includes oversight of these service areas and associated budgets, ensuring commissioned providers deliver high-quality, sustainable and digitally enabled care for the residents of Essex.

As a corporate leader within the ICB, the post holder contributes to collective decision-making and holds delegated accountability for performance, quality, workforce and financial management within their portfolio. The role provides a lead contribution to the development, interpretation, implementation and monitoring of ICB policy and strategy, ensuring alignment with the ICBs strategic objectives and the national 10-Year Plan.

The post holder will ensure that commissioning decisions support prevention, personalisation and the 'left shift' from hospital to community settings, building resilient, integrated neighbourhood health systems. They will provide visible, inclusive and values-based leadership for staff and partners, ensuring effective delivery through collaboration with NHS providers, local authorities, primary care and the voluntary and community sector.

As the ICB transitions to become a leaner, more focused strategic commissioning organisation the post holder will be expected to support the Associate Director, Neighbourhood Health and the Chief Executive in delivering on the three fundamental shifts set out in the NHS 10-year plan:

From Treatment to Prevention: Embedding preventative, personalised and population based approaches to commissioning.

* From Hospital to Community: Championing care model redesign that supports community and neighbourhood health.
* From Analogue to Digital: Enabling clinically driven transformation through digital innovation, data analytics and evidence based improvement.

The post holder will be required to work autonomously and will ultimately be responsible for helping deliver the negotiation, agreement and delivery of ICB strategy. The post holder will be responsible for bringing partners together to agree multiple programmes of work and also for agreeing contribution of resources to these programmes.

* Responsible for the oversight of delivery of workstreams, outcomes and objectives that the team they oversee are responsible for, as determined by Place strategy.
* Responsible for delivery of district/locality level development, working with key partners in the area to optimise outcomes at a local level
* Responsible for overseeing the development of PCNs within their district/locality to strengthen their role as the foundation of out of hospital care. To include:
* Delivery of mandatory requirements and performance;
* Progression through the PCN maturity matrix (or other development tools);
* Identification and delivery of ambitious, innovative projects that address local need and work within a framework of collaboration and integration.
* Understands, interpretes and promotes the utilisation of local population health management data to set strategic direction and deliver tangible outcome improvements for the place population
* Utilises range of project management tools, outcome measures and reports to plan, monitor and report on progress to peers and senior colleagues, proactively escalating risks where appropriate and implementing solutions.
* Responsible for providing a connection between the large-scale infrastructure of the ICSE and place to ensure improved resident outcomes.

Qualifications

* Professional knowledge acquired through degree or equivalent qualification
* Specialist knowledge across range of functions acquired through post-graduate courses (see below) and experience to masters equivalent level plus managerial, financial and strategic knowledge
* Management qualification or equivalent level of on the job experience
