Job Summary
His Majesty’s Naval Base Portsmouth (HMNBP) has been an integral part of the city since 1194. It is home to almost two-thirds of the Royal Navy's surface ships, including the new aircraft carriers HMS Queen Elizabeth; HMS Prince of Wales; the formidable Type 45 destroyers; Type 23 frigates; and mine countermeasures and fishery protection squadrons.
The base is a major employer and provides lodging facilities to RN personnel serving at the base and in Portsmouth based ships. HMNBP supports the nation’s defence strategy by maintaining and improving infrastructure, building capacity, capability, and resilience through its people. It is the home base for ships and ship’s companies preparing for operations, delivering sophisticated engineering support services, and supporting Navy Command’s goal to generate and operate forces for today and the future.
This position offers the opportunity to work in a dynamic team, overseeing projects that deliver critical waterfront capability. You will lead assurance activities within the Waterfront Infrastructure Programme, report to the Infrastructure Delivery Lead, and manage up to 2 delivery managers. Experience in the marine industry is not essential; your programme/project delivery expertise is most valuable.
Main Responsibilities
* Manage assurance and governance reporting within the Waterfront Infrastructure Programme
* Plan and allocate resources across the Programme
* Promote good project management practices and ensure procedures are followed
* Oversee progress against funding approvals and business cases
* Monitor KPIs and contract deliverables, conducting performance management activities
* Champion asset management best practices and procedures
* Build and maintain stakeholder relationships, acting as a single point of contact for queries
Person Specification
The successful candidate will be flexible, resilient, and demonstrate knowledge and experience in:
* Project/Programme assurance and governance management
* Stakeholder management within projects/programmes
* Contract or performance management
* Funding approval processes, ideally in the public sector
* Resource management and prioritisation
* Building effective working relationships
Relevant professional qualifications or willingness to undertake them within 12 months are desirable.
Qualifications
Essential: Project Management Practitioner accreditation or 1 year of experience in a project delivery or assurance role.
