Qualifications
* MRICS, with at least 4 years post RICS accreditation membership
* General practice background and excellent Landlord & Tenant expertise
* Diverse experience of land transactions
* Public sector experience considered a benefit
Responsibilities
* Provision of strategic property advice across a range of assets, focusing on property and estates management, Landlord & Tenant work and leasing & licensing.
* Operate at the highest professional standards, handling complex and technically demanding work independently.
* Promote a customer‑centric service, encouraging proactive engagement and providing professional advice on processes and regulatory requirements.
* Assist the Council’s strategic asset management framework: capture property demands, evaluate opportunity, collect data and review performance.
* Manage commercial lease events, including renewals, rent reviews, expiries and breaks.
* Ensure Council assets are safe, compliant, well maintained and that tenant obligations are enforced where breaches occur.
* Oversee the Council’s property agents and contractors.
* Maintain the corporate database, providing the data manager with changes to keep it up‑to‑date.
* Report on VASA’s work, performance of the estate and support internal and external scrutiny.
* Support the capital pipeline through strategic disposal and acquisition of assets, innovating new disposal and acquisition ideas and maintaining a strong market interface.
* Ensure all disposals deliver best value and monitor past disposals for overage events.
* Maximise revenue and value generation through lettings to third parties and identifying new revenue opportunities.
* Monitor ongoing lease arrangements and ensure the Council’s interests are protected.
* Manage dilapidation claims, aiming to mitigate claims and keep settlements minimal.
* Source commercial opportunities for purchase to secure income streams or add value.
* Assist on major regeneration projects, especially complex Joint Ventures, land swaps, or other transactional services, including CPO.
* Provide estate management and general surveying advice related to third‑party occupation and other Council initiatives.
* Implement opportunities to reduce carbon on the estate, collaborating with colleagues across the Council.
* Develop working relationships with local public sector providers, NHS, professional associations, consultants and contracting organisations.
* Lead the development and implementation of Council‑wide property review processes, ensuring cost‑effective use of land and property assets.
* Assist the tender and evaluation process for maintaining a professional property service.
* Challenge existing delivery, instigate improvements, be innovative, develop options for results and encourage direct reports to follow suit; evaluate conflicting information and instructions and act confidently.
