Working Conditions

As from 1/4/26, the Agenda for Change full‑time working week will be reducing from 37 to 36 hours per week. Part‑time hours will be reduced pro‑rata, with a corresponding increase in the hourly rate so that pay will not be affected.

Core Responsibilities

* Responsible for the operational management of the Hard FM services and staff, line management of area managers, contract management where applicable and budget responsibilities for Hard FM operational and backlog maintenance projects budgets.
* Responsible for leading strategies and programmes directed towards the effective and efficient delivery of all Estates Operational Services throughout Lothian.
* Responsible for developing and implementing policies, procedures and processes associated with the delivery of Estates & Facilities Management.
* Responsible for ensuring full compliance across all premises and services, that all statutory requirements are met and that there are full audit trails and governance associated with such items, in particular high‑risk elements; Water Safety, Ventilation, HV/LV, Medical Gases and Resilience Planning.
* Work in partnership with all NHS Lothian stakeholders, including close working with Infection Prevention Control and Capital Planning, to deliver an effective operation facilities model, ensuring Estates & Facilities meets the strategic targets set by NHS Lothian for all land, buildings and equipment management addressing the current and future needs of NHS Lothian, its patients, staff and visitors.
* Develop and implement a Property condition appraisal procedure that allows sustainability and investment plans that ensure fit for clinical purpose and to maximise the effectiveness and efficiency of a complex, dynamic Health Care Estate.


Qualifications

* PVG Scheme membership/record. If the post holder is not a current PVG member for the required regulatory group (i.e. child and/or adult) then an application will need to be made to Disclosure Scotland and deemed satisfactory before they can begin in post.
