Role: Asset Compliance Manager - Fire Risk Assessment and Remediation Works
Location: West Bridge Depot, Northampton.
Hours of work: 37 hours per week

It's an exciting time to join Northamptonshire Partnership Homes (NPH) as we expand and grow our business, whilst developing and improving existing services for our residents. A fantastic opportunity has arisen to join NPH as an Asset Compliance Manager (Fire Risk Assessment and Remediation Works)
Key Responsibilities:
Fire Safety Compliance Management
* Act as the responsible officer for coordinating FRA delivery and fire remediation works.
* Ensure the quality, consistency, and timeliness of FRAs across the property portfolio.
* Track FRA actions and oversee their timely and appropriate resolution through C365 ensuring that we have an evidence-based approach where compliance and remediation works are demonstrated through document management within C365.
* Maintain a central record of FRA actions in C365 and produce compliance reports.
* Prioritise fire actions based on risk, legal deadlines, and resource availability.
HRRB & Building Safety Regulator Compliance
* Work closely with the Building Safety Manager who is responsible for NPH three High-Rise Residential Buildings (HRRBs)
* Ensure fire safety remediation works on HRRBs comply with the Building Safety Act 2022.
* Provide relevant information and documentation to the Building Safety Regulator (BSR) when required.
* Support the development and maintenance of Safety Case reports, resident engagement strategies, and golden thread documentation for HRRBs lodged with the Building Safety Regulator.
Contract & Consultant Management
* Manage third-party consultants conducting FRAs, ensuring KPIs and quality standards are met.
* Lead procurement and management of fire remediation contractors, ensuring value for money and contract compliance.
* Monitor contractor performance through regular review meetings, site visits, and reports. Ensuring there is a robust QA process on FRA's
* Where required manage and deliver a programme of FRAEW, and Type 4 FRA's.
* Ensure all contractors comply with NPH's Health and Safety requirements and legislative obligations.
* Ensure the contractors delivering FRA works complete works to relevant standards for example FIRAS certified.
* Ensure the contractors use products, materials and components that meet the most rigorous certification and ensure the safety of residents in our homes.
Governance and Assurance
* Report on compliance performance to senior management and regulatory stakeholders.
* Maintain audit-ready documentation for all FRA and fire remediation activities.
* Contribute to internal and external audits, regulatory inspections, and assurance reviews.
* Ensure C365 reflects the accurate position on FRA compliance and remediation action compliance.
Stakeholder & Resident Engagement
* Collaborate with internal teams (Asset Management, Housing, Repairs, Health & Safety).
* Communicate clearly with residents on the purpose, scope, and timeline of fire safety remediation works ensuring access into our homes to complete works.
* Represent NPH with the Regulator of Social Housing and West Northamptonshire Council on fire compliance matters.
Professional Development and Continuous Improvement
* Keep up to date with changes in fire safety legislation and best practice, maintain your professional memberships and training to provide the business with assurance on FRA compliance to meet all statutory requirements.
* Continuously improve policies, procedures, and systems related to fire safety compliance.
* Act as an internal fire safety advisor as required.
What skills are we looking for?
* A full UK Driving Licence
* Ability to work flexibly, with occasional overnight stays where required
* NEBOSH National Certificate in Fire Safety and Risk Management (or equivalent)
* HNC or equivalent qualification in Construction, Surveying, Fire Safety, or Building Management
* Knowledge of Regulatory Reform (Fire Safety) Order 2005 and Building Safety Act 2022
* Knowledge of Regulatory Reform (Fire Safety) Order 2005 and Building Safety Act 2022, and Building Safety Regulator expectations for HRRBs
* Knowledge and understanding of the housing sector and the TSM regulatory regime and new consumer standards.
* Proven experience managing FRA programmes in a similar size organisation within the social housing sector, public sector, or private rental sector.
* Experience managing fire remediation works with contractors
* Experience in performance managing consultants and contractors and using various forms of contract for example JCT MW contract.
* Understanding and experience in using C365, or similar compliance management systems.
* People management skills
* Strong understanding of fire safety systems and building construction
* Leadership skills
* Excellent communication skills, both written and verbal
* Ability to problem solve and to support staff to assess situations and make positive judgements to reflect the local requirements.
* First-class customer service
* Understanding and experience in using C365, or similar compliance management systems.
