Overview
Hywel Dda University Health Board is seeking an experienced Senior Medical Workforce Advisor, to play a pivotal role in supporting, developing and strengthening its medical workforce function. The Senior Medical Workforce Advisor will act as a trusted specialist, providing expert advice and guidance on all aspects of the medical workforce. You will work closely with clinical leaders, workforce colleagues, and operational teams to ensure the organisation attracts, supports and retains an engaged and effective medical workforce.
Responsibilities
* provide high-level advice on medical and dental terms and conditions including job planning and rota compliance.
* lead on medical workforce issues, including contractual queries and matters at all grades of medical staff.
* implement policies and procedures aligned with national guidance and best practice.
* build strong relationships with clinical leaders and managers, offering proactive and solutions-focused support.
* analyse medical workforce data to identify trends, risks, and opportunities for improvement.
* provide expert advice to Directors, General Managers, SDMs, Clinical Directors etc to ensure the most effective use of medical resources.
* provide expert advice on all aspects of Medical and Dental Staff, ensuring a high-quality service is delivered to all our customers, both internally and externally.
* ensure information and advice on Medical and Dental Terms and Conditions, contracts, HR practice and employment law is accurate and up to date and ensure queries are resolved promptly and accurately, with decisions made on the basis of best advice to both internal and external bodies.
* manage effectively complex and sensitive problems related to training and sickness for all medical and dental staff, liaising with appropriate internal and external bodies (the HEIW, PPA & GMC) where necessary, in line with Health Board Policy, HEIW policy and the TCS.
* gain in-depth knowledge of the amended Consultant Contract and new SAS contract to appropriately advise managers and staff.
* communicate the organisation’s overview, including its service footprint and workforce scale, to support effective workforce planning.
Context and Organisation
Hywel Dda University Health Board plans and provides NHS healthcare services for people living in Carmarthenshire, Ceredigion, Pembrokeshire, and bordering counties. The Health Board has over 13,000 staff and provides primary, community, in-hospital, mental health and learning disabilities services. We work in partnership with local authorities and other sectoral colleagues, including volunteers. Services are provided in: four main hospitals, five community hospitals, two integrated care centres, general dental practices, pharmacies, ophthalmic services, and mental health and learning disabilities services.
Role Details
This post is advertised as a Band 6; applicants who do not currently hold all the necessary competencies to Band 6 may apply and will be considered under Annex 21 rules with staged progression (65% of Band 6 top point in year 1, 70% in year 2, 75% in year 3). On successful completion of competencies, the post holder may be paid at the Band 6 minimum. Failure to achieve competencies within the timeframe could lead to redeployment.
The role involves hybrid working as a mix of in-office and home working. The team currently works about 50% in the office.
