Job Summary
At this stage, the role is open only to colleagues currently employed within Kent and Medway NHS Trusts and the Kent and Medway Integrated Care Board (ICB) and Southeast Integrated Care Boards.
You will support the delivery of the ICB's risk, audit and compliance agenda and play a key part in maintaining effective governance and assurance arrangements. Reporting to the Head of Corporate Governance, you will lead the operation of the risk management framework, maintain the Corporate Risk Register and Board Assurance Framework, and provide high‑quality assurance reporting to the Audit Committee and Board.
Strong experience in risk management, audit and compliance within a complex organisational environment is required. Excellent communication, influencing and organisational skills are essential. You will work closely with senior leaders, board members, auditors and NHS colleagues to coordinate audits, monitor delivery of audit actions and ensure robust governance and business standard processes are embedded across the ICB.
The role sits within the Company Secretary function and works across the ICB and wider system to promote best practice in governance, risk and assurance. You will contribute to statutory reporting, corporate policy management and organisational improvement, supporting the ICB in meeting its regulatory obligations and maintaining effective, transparent governance.
Main Duties
* Support the Head of Corporate Governance in managing day‑to‑day governance compliance processes.
* Lead the implementation and operation of the risk management framework and associated processes within the organisation.
* Oversee the collation and monitoring of risks and provide advice and guidance to risk owners, ensuring the Board Assurance Framework and Corporate Risk Register are appropriately reported through the ICB governance structures.
* Provide written reports to the ICB's Board and Committees, including the Audit and Risk Committee, as part of the risk review cycle.
* Ensure a robust business standards policy and process is in place across the organisation, update and maintain the COI action plan, and provide assurance to lay members and committees as required.
* Coordinate internal audits and liaise with external auditors.
* Oversee the Internal Audit Plan, scheduling and completing internal audits and ensuring the management and completion of audit actions.
* Work closely with other NHS colleagues to develop and implement effective information management systems and share best practice, ensuring information is appropriately managed within the ICBs and the wider NHS organisations.

Person Specification
Qualifications
* Educated to degree level (or equivalent experience) in a relevant subject including risk management, business administration, governance and compliance.
* Evidence of continuing professional development in the field.
* Further knowledge at post‑graduate diploma level or equivalent experience is desirable.
Experience
* Previous experience in an operational risk management role.
* Experience of supporting senior managers at the Executive Director and Non‑Executive Director level.
* Experience of developing and implementing organisational risk systems and processes.
* Experience of working in the NHS.
* Ability to coordinate, direct and motivate staff at all levels to deliver required actions, despite not having formal line management authority.
Special Knowledge / Expertise
* Experience of working with internal and external audit.
* Knowledge of Corporate Governance, regulation and compliance.
* Understanding of the principles of good governance and Board assurance.
* Knowledge of risk registers and assurance frameworks.
