About the role
An exciting opportunity has arisen in the Strategy & Communities Service (Chief Executive Directorate) for a strategy and policy practitioner to help deliver the Council’s Overview & Scrutiny function and our corporate equalities agenda.
Tower Hamlets has a strong scrutiny function which provides an important check and balance to our decision making and governance process. This role provides a fantastic opportunity to work with elected members and officers to ensure the effective and efficient management of the council’s scrutiny function. The role will support our scrutiny committees, enhance public accountability, and improve council strategy.
This role will perform a pivotal role in supporting the delivery of our corporate equalities agenda. Tackling inequality is a key focus of the Council and the successful candidate will influence our strategic direction on equality. Working with a range of stakeholders across the council and the community to ensure that equality is embedded in every aspect of our work, from the money we spend and the people we employ, to the services we provide. You will also be required to liaise with stakeholders at a regional and national level, to help set and drive our work on equalities and ensure our interventions are supported by best-practice, lived experience and data.
You will play a visible and impactful role, and work collaboratively across the Council and with partners to deliver specialist and effective strategy and policy interventions that achieve strategic objectives with maximum impact.
About you
As a strategy & policy practitioner, with knowledge and experience of scrutiny and equalities, you will have:
1. The ability and willingness to work flexibly and to learn, develop and deliver at pace.
2. An understanding of the overview and scrutiny function in local authorities and the council’s legal duty under the Equalities Act and associated national, regional and local operating contexts and statutory/regulatory frameworks.
3. Good strategy & policy skillset including policy analysis, evidence-based policy making and strategic planning
4. Collaborative leadership skills in complex partnership environments and astute political understanding.
5. Experience of working on development of cross-cutting policy and corporate strategy and the ability to translate and articulate complex policy / information to a variety of audiences inside and outside of the council.
6. Strong project management experience, and the ability to analyse and interpret information and translate into practical actions.
7. A track record of delivering tangible outcome improvements for residents/service users.
