About the Team
International Finance & Development (IFD) leads on all Official Development Assistance (ODA) and FCDO spending issues; manages the Treasury’s interests at the World Bank and other multilateral development banks; and oversees Government-wide Development spending issues. The team also manages our relationship with the International Monetary Fund and the government’s policies regarding sovereign debt, representing the UK at forums such as the Paris Club.
About the Job
Your primary role will be to manage the FCDO budgets effectively, ensuring value for money for the taxpayer. You will serve as the department’s key contact for issues ranging from the overseas network and workforce planning to funding for the British Council, BBC World Service, and other non-ODA programming. During international crises, you will support the Defence, Diplomacy and Intelligence team (DDI) in coordinating HMT’s response and advising Ministers on emerging spending pressures.
Key Responsibilities include:
* Providing high-quality advice to ministers on spending issues, including estimates, budgets at fiscal events, and Delegated Authority Limits. Developing detailed knowledge of FCDO’s budgets, associated risks, and liabilities.
* Advising ministers on specific spending decisions related to diplomatic activities, non-ODA programming, and crisis situations, requiring quick reactions to changing circumstances.
* Managing the annual FCDO budget in collaboration with HMT and other government bodies to ensure value for money, scrutinizing expenditure, and resolving in-year funding issues and negotiations.
* Building strong relationships within FCDO and across HMT, sharing knowledge, providing guidance, and offering candid advice in a collaborative manner.

You will offer evidence-based advice using diverse data sources, maintaining positive relationships under pressure, and managing a busy workload with sound judgment and prioritization skills.
