Job Title: Environmental Manager (Waste Management)

Role Overview
The SCS Environment & Sustainability team is supporting the construction phase of the HS2 Main Works Civils Contract across the London area, providing strategic environmental leadership to meet client, programme and joint venture objectives.
We are seeking an experienced Environmental Manager with a strong background in waste management to take responsibility for environmental compliance and performance at Willesden Euro Terminal (WET). WET is a Non-Hazardous Waste Transfer Station, operating under an Environment Agency Bespoke Waste Management Permit, receiving tunnel arisings by conveyor and transferring material via rail to disposal facilities.
The successful candidate will act as the Technically Competent Manager (COCT) under the WAMITAB scheme, as required by the Environment Agency permit, and will play a critical role in ensuring regulatory compliance, operational excellence and environmental best practice on a nationally significant infrastructure project.
Key Responsibilities
Fulfil all duties of the Technically Competent Manager (COCT) for the Willesden Euro Terminal in accordance with the WAMITAB scheme and Environment Agency permit requirements.
Ensure full compliance with the Environmental Permit, site operating plan, Environmental Management System and all relevant procedures.
Lead environmental management for a non-hazardous waste transfer operation, including waste acceptance, handling, storage, transfer and rail logistics activities.
Manage regulatory interfaces, inspections and reporting with the Environment Agency and other environmental regulators.
Provide leadership on environmental sustainability, supporting delivery against contract objectives including carbon reduction, waste efficiency and whole-life environmental impacts.
Drive environmental awareness, innovation and continuous improvement to maintain industry-leading environmental performance.
Ensure alignment with Client and Joint Venture Partners’ Environment & Sustainability policies, processes and statutory obligations.
Provide environmental advice to the commercial team on scope changes, early warnings and formal client communications.
Support design, construction and rail logistics teams with practical environmental and waste management guidance.
Provide assurance and clear reporting to the senior management team, identifying key environmental and compliance risks.
Manage, develop and mentor team members (where applicable), promoting collaboration and consistency across contracts.
Maintain and improve the ISO 14001:2015 certified Environmental Management System, ensuring ongoing legal compliance, including HS2 Act requirements and Environmental Minimum Requirements (EMRs).
Skills & Experience Required
Extensive experience in environmental management with a strong focus on waste management, ideally within construction, infrastructure, rail or regulated waste facilities.
Proven experience managing permitted waste operations, including regulatory compliance and Environment Agency engagement.
Strong knowledge of environmental consenting, audit, assurance and stakeholder management.
Demonstrable leadership experience within complex, multi-disciplinary project environments.
Strategic mindset with strong organisational, communication and influencing skills.
Experience supporting commercial and contractual processes on major projects.
Qualifications
WAMITAB COCT Level 4 (Non-Hazardous Waste Treatment & Transfer Station) or equivalent (essential).
Chartered Environmentalist and/or Full Member of IEMA (or equivalent professional body).

Location: Willesden Euro Terminal – between North Acton (Central Line) and Willesden Junction (Bakerloo, Lioness & Mildmay Lines).
