Nottingham City Council is preparing for Local Government Reorganisation (LGR) - one of the most significant changes to local government in Nottingham’s history. We are looking for a skilled, motivated and people‑focused Consultation, Engagement & Participation Officer to help ensure residents, communities, partners and voluntary sector organisations are fully involved in shaping this transformation. About the Role
As part of the Research, Engagement & Consultation (REC) Team, you’ll help ensure the Council’s consultation and engagement work is robust, inclusive and insight‑led. Working closely with the REC Team Manager and the LGR Implementation Director, you’ll support the design, planning and delivery of engagement for the Local Government Reorganisation (LGR) programme, ensuring proposals reflect residents’ views and community needs. You’ll also support key corporate consultations, including the Future Council Conversation, Citizens’ Survey, Budget Consultation and other statutory engagement duties. This role is perfect for someone who enjoys working with diverse communities, values evidence‑based decision‑making, and is committed to fair, accessible and inclusive engagement.
What You’ll Do
In this impactful and varied role, you will:
Support engagement for LGR planning and implementation
1. Design, deliver and analyse consultation and engagement activities to inform LGR proposals.
2. Work with the LGR Implementation Director and REC Manager to plan and quality‑assure engagement workstreams.
Champion meaningful resident and stakeholder engagement
3. Support engagement with residents, community groups, voluntary organisations and partners.
4. Strengthen community empowerment and involvement in shaping how future services will operate.
Apply strategic frameworks & inclusive practice
5. Support the implementation of frameworks and standards for engaging citizens with protected characteristics, including disabled residents and children & young people.
6. Monitor and evaluate how these approaches are applied across the Council.
Support corporate consultation programmes
7. Contribute to major corporate consultations including the Citizens' Survey, Budget Consultation and Future Council Conversation.
8. Support the Council’s statutory consultation requirements.
Develop insight and good practice
9. Use data, insight and analysis to improve understanding of customer needs.
10. Support commissioning and service design through evidence‑based engagement.
Enhance digital engagement capability
11. Help develop tools, resources and digital platforms that support high‑quality engagement and participation.
Monitor and improve engagement practice
12. Evaluate engagement activity across the organisation and identify improvements.
About You
We’re looking for someone who is enthusiastic about participation, confident working with diverse communities and comfortable translating insight into meaningful action.
You will bring:
13. Understanding of effective engagement and consultation practice
14. Experience planning, delivering or supporting consultation and engagement activity
15. Ability to analyse data and use insight to inform decisions
16. Strong communication, facilitation and partnership‑building skills
17. Ability to influence colleagues and work across departments and services
18. Experience using digital engagement or survey tools (any platform)
