Our client is seeking a Portfolio Manager / Pre-Construction Manager to join their team and lead on the AMP8 South West Water Framework. This is an exciting opportunity to take ownership of a wide range of clean water projects across Cornwall, helping to define and drive the pre-construction programme for the next asset management period. This is more than just project management—this role requires a visionary leader with a strong commercial mindset and a passion for efficient, sustainable infrastructure delivery. As a Portfolio Manager/Pre-Construction Manager you will: * Lead the pre-construction strategy across a portfolio of clean water infrastructure schemes (£250k to £10m). * Identify programme and batch efficiencies to streamline project delivery. * Develop and maintain the pre-construction programme, including establishing timelines and key milestones. * Engage proactively with internal teams (design, commercial, estimating, operations) and external stakeholders (clients, regulators, supply chain). * Coordinate governance stages, approvals, procurement strategies, and risk mitigation plans. * Support the development of standardised and repeatable solutions across the framework. * Create and manage a cost and design information library to support current and future works. Our client requires a Portfolio Manager/Pre-Construction Manager with: * Proven experience in a Pre-Construction Manager or Portfolio Manager role, ideally in water or civil engineering. * Demonstrated success in managing multiple infrastructure projects during early-phase development. * Strong leadership and stakeholder engagement skills, with the ability to communicate across disciplines. * Commercially aware, with a solid grasp of budgeting, procurement, and programme planning. * A proactive mindset, with the ability to identify and act on opportunities for optimisation. * Knowledge of civil, mechanical, and electrical project elements is advantageous.
