Overview

The Ministry of Defence employs over 50,000 Civil Servants and manages an annual budget of over £10bn. The Army is a major part of the Ministry and employs around 12,000 Civil Servants at over 300 locations, supporting 110K regular and reserve soldiers. This Civil Service workforce is diverse, with roles including police, security, trainers, human resources, teachers, psychologists, storekeepers, financiers, project and programme managers, and policy secretariat staff.

An exciting role has arisen for a Quartermaster in HQ York Garrison, overseeing the running of the Quartermasters Department at Imphal Barracks and Queen Elizabeth Barracks Training Centre (QEBTC), Strensall. You will work with civilian and military colleagues to provide crucial support and guidance to military and civilian staff.

York Garrison encompasses barracks in the greater York area belonging to the British Army. Imphal Barracks houses Headquarters 1st (UK) Division, 19 Lt Brigade, 2 Signal Regiment, 3 Army Education Centre and several smaller Army Units. The post covers two sites: Imphal Barracks, Fulford, York and QEBTC, Strensall, York. The role is a critical enabler within a small HQ Garrison Staff, delivering permanent logistic and infrastructure support to the Firm Base, including close support to garrison lodger units largely without their own logistic presence.


Responsibilities

* Supervise the Quartermasters Department, HQ York Garrison, and coordinate across two sites.
* Act as Deputy Establishment Manager, focusing on staff outputs and delivery; mediate accommodation issues for York and QEBTC.
* Hold regular booking conferences and supervise allocation of accommodation and training resources; manage contracts with the Defence Infrastructure Organisation (DIO).
* Report to Headquarters North as part of a small professional team; provide SME advice to HQ North, including financial scrutiny and task prioritisation.
* Manage and develop a mixed team of military and civilian staff within York Garrison QM's department.
* Conduct quarterly Health & Safety checks, including Risk and Display Screen Equipment (DSE) assessments, training and accident reporting; ensure staff training is completed.
* Act as the prime MJDI Material Accountant (MA) for HQ York Garrison; perform annual checks and muster reconciliations.
* Plan and implement stocktaking, finalising the annual cycle by 31 March each year; maintain the HQ York Garrison Write-Off register and submit quarterly losses returns to HQ North.
* Deliver output for Handover/Takeover of accommodation and stores to occupying/vacating units at Imphal Barracks and QEBTC.
* Coordinate with DIO as the estate authority; liaise with Hard FM (VIVO) and Soft FM (Aramark); manage BoI returns for approval and submission to HQ North with QM 2 Signal Regt (2SR) and QM 1 UK Division (1UKXX).
* Attend Estate Planning meetings (EPWM), Monthly Site Infrastructure Meetings (SIMM), and Regional Infrastructure Basing Board (RIBB) meetings; act as Garrison focal point for Infrastructure and SHEF within the Firm Base Establishment Committee (FBEC).
* Provide guidance on infrastructure programme design, expenditure and delivery; advise Commander HQ North as required; liaise with Regional Infrastructure Central to improve funding lines for works/projects at Imphal Barracks.
* Provide G4 support for Community Engagement tasks, including Royal Gun Salutes (RGS) and Remembrance Services.
* Assume Senior Fund Manager (SFM) responsibilities for routine management of unit Service Funds and ensure Fund Managers remain compliant.


Requirements and Behaviours

* Management or supervisory experience; MS Office proficiency.
* Desirable: experience in a logistics environment; qualifications such as All Arms Quartermasters Course, Supply Chain Management, MJDI MA, Arms and Ammunition Security, Health and Safety.
* Evidence-based assessment against behaviours: Changing and Improving; Making Effective Decisions; Communicating and Influencing; Delivering at Pace.


Performance and Selection
