Ultra Precision Control Systems (PCS) are looking for a Head of Trade Compliance to join the Commercial Function. This role will be the primary point of contract for all Trade Compliance matters and will be the most senior Trade Compliance functional representative. You will Lead the PCS Trade Compliance sub-function ensuring the business is compliant with all applicable aspects of export, import and customs legislation including EAR and ITAR. Maintaining compliance through the effective leadership and the development, implementation, maintenance and management of policies, processes and procedures. Key Responsibilities: Provide Trade Compliance leadership to PCS and other Ultra UK businesses with respect to import, export and customs-related policies, procedures and processes and support and train and advise other Ultra UK businesses. Support and advise Ultra Head Office with respect to EAR and ITAR matters. Ensure compliance with all import and export control and Customs legislation and all Ultra Group and PCS policies, processes and procedures. Lead all UK Government DIT, HMRC and other Trade Compliance regulatory authority audits for the PCS SBU and advise other Ultra UK businesses subject to audit. Identification of compliance risk to the PCS SBU and development and implementation of risk mitigation plans. Responsibility for all PCS 3rd party Due Diligence (e.g. sanctions and identity checks) ensuring all due diligence is complete, up to date and maintained with respect to all existing and potential PCS customers, suppliers, agents and service providers. Lead resolution of any import/ export control and Customs issues and develop and implement corrective action plans and responses as required including liaison with Government departments, customers and suppliers. Lead all export control aspects with respect to all export-controlled product orders to ensure the correct export classification, origin identification and authorisations are in place prior to shipment. Ownership and management of PCS' Inward Processing (IPR) authorisation and process, including acting as lead interface with HMRC with respect to expanding and maintaining the authorisation. Responsibility for all import and export related agreements and documentation including but not limited to all TAAs, MLAs and WDAs to ensure they accommodate all PCS requirements. Manage the Customs-related aspects of all PCS imports and exports, ensuring they are declared correctly to HMRC. Identification of opportunities to use customs procedures to minimise the impact of import duties on the business. Implementation and management of all customs procedures. Leadership and management responsibility for recruiting and developing the PCS Trade Compliance team. Lead the Ultra UK Trade Compliance Forum, furthering cooperation, training and knowledge-sharing between the UK businesses in Trade Compliance matters. Proactively identify potential for and implement efficiencies in PCS' import/export and Customs processes. Develop and implement processes in the MRP system to enhance compliance with import, export and customs regulations. Responsibility for delivery robust training programme for export compliance at PCS. Proactive identification of potential for non-compliance with export legislation in the business and recommend and assist in the implementation of corrective actions. Audit all applicable PCS policies, processes and procedures to ensure compliance with all export legislation and ensure corrective actions are implemented and effective. Lead and work by the Ultra ASPIRE values. Motivate and encourage others to do the same. Embed the Ultra ASPIRE values within the commercial team IPTs. Required Skills and Experience: Bachelor's Degree. Institute of Exports Level 5 Diploma | World Customs Compliance and Regulations. Aerospace and Defence Sector experience. Global trade compliance experience. Extensive knowledge and experience of US & UK export controls, UK customs, and international export regulations. Extensive knowledge and experience of Export Administration Regulations (EAR) and International Traffic in Arms Regulations (ITAR). Extensive experience in managing TAAs and MLAs. Experience of working with the US State Department. Experience in dealing with senior team members with some executive committee exposure.
