This is an exciting opportunity to step into a pivotal leadership role where you will shape how environmental crime and community issues are tackled across the district, while leading a dedicated and purpose-driven team.

About the role

This is far more than a management position – it’s your chance to make a visible and lasting impact on communities. As Community Action Team Leader, you will lead and inspire a team of Community Action Officers, driving a proactive, intelligence-led approach to environmental crime, anti-social behaviour and wider community concerns.

You will take ownership of how the service evolves, shaping prevention initiatives, enforcement strategies and awareness campaigns that genuinely improve residents’ quality of life. From overseeing pest control services to coordinating responses to environmental crime, you will ensure the council delivers a consistent, effective and victim-focused service.

You will collaborate closely with partners including the police, housing providers and community groups, often taking the lead in complex cases and high-profile issues. Your role will involve tactical oversight, decision-making and ensuring that all activity is compliant with legislation while remaining proportionate and community-focused.

This is a role for someone who thrives on challenge, innovation and leadership, and who is motivated by making communities safer, cleaner and stronger.

About you

You are an experienced professional with a strong background in environmental crime, enforcement or community safety. You bring proven leadership experience with the ability to motivate, develop and guide a team to deliver outstanding results.

You have a strong understanding of relevant legislation and investigative practices, and you are confident applying these in real-world situations to achieve fair and effective outcomes. Your ability to assess risk, manage complex cases and make sound, defensible decisions sets you apart, alongside your commitment to a victim-focused approach.

A natural communicator, you build trust with ease, whether you are engaging with residents, working alongside partner agencies or presenting to senior stakeholders. You’re equally comfortable handling sensitive or confrontational situations, using negotiation and problem-solving skills to de-escalate and resolve issues positively.

You are highly organised and adaptable, able to manage competing priorities while maintaining attention to detail and quality. You take pride in delivering excellent customer service and continually look for ways to improve how services are delivered.

Most importantly, you share a passion for public service and embody values of collaboration, accountability, respect and innovation. You are driven to make a difference and ready to take on a role where your work has a direct and meaningful impact on the community every single day.

The role is 37 hours a week, working within HDC's flexible working policy. The post holder will require vetting / DBS, prior to start of employment.
