Valuation andStrategic Assets (VASA) advise the Council on properties where there is an opportunity to exploit the underlying value of the asset either through a third party letting, disposal or acquisition, leading to a capital, revenue, or social-value benefit, and ensure the best use of our assets to deliver the borough outcomes. VASA leads and co-ordinates the development and delivery of the Councils Strategic Asset Management Framework (SAMF) and the Councils corporate vision for its property assets.
Main purpose of the post: Senior Estates Surveyor
Provision of strategic property advice across a range of assets, focussing on property and estates management, Landlord & Tenant work and leasing & licensing. Treating all assets as a corporate resource, owned centrally for the benefit of the Council and its taxpayers.
Generic duties: Senior Estates Surveyor
With the highest professional standards to deal, without professional supervision, with work of the highest complexity and technical content as appropriate to the duties of the post.
Support a customer centric approach to delivery by encouraging users of the service to pro-actively engage and seek professional advice, explaining the processes and regulatory requirements in relation to property and how these protect the Council and support effective service delivery.
To assist in the delivery of the Councils strategic asset management framework including the capture of property demands, evaluation of property opportunities, capture of property data and review of property performance.
To manage commercial lease events, including lease renewals, rent reviews, expiries and breaks etc.
To ensure that Council assets are safe, compliant and well maintained. Ensuring that the Council meets is obligations and enforcing tenants obligations where there are breaches.
To manage the Councils property agents and contractors.
To ensure that the corporate database is maintained by providing the data manager with any property information changes to ensure the data base is kept up to date.
Reporting on VASAs work including the performance of the estate and the supporting of internal and external scrutiny, as appropriate.
Educated to degree level and a professional qualification e.g. RICS
Detailed knowledge and understanding of the property industry and the opportunities it offers to local authorities.
Detailed knowledge and understanding of estate and asset management
Extensive staff management experience including teams that include professionally qualified staff.
Experience of commissioning and managing consultants/technical advisers in delivering projects
