IO Associates are recruiting on behalf of a large housing association for a Programme Manager to join their IT & Business Change team. This is a permanent, full-time role (35 hours/week) based in Oldham, with a hybrid working model.

Key Responsibilities:
* Lead and manage complex programmes and related projects
* Oversee planning, budgeting, and benefits realisation
* Drive stakeholder engagement and cross-functional collaboration
* Ensure delivery within structured governance frameworks
Essential Experience:
* Proven success in delivering technical, software, and business change projects
* Strong budget and contract management
* Skilled in programme planning and resource forecasting
* Excellent communication and leadership abilities
Desirable Skills:
* Familiarity with DevOps, Cloud, ITIL, and housing sector
* Proficient in tools like JIRA, Confluence, SharePoint, MS Teams
Qualifications:
* Degree or equivalent experience
* Certified in MSP, PRINCE2, APM or similar
