We are seeking a dedicated NEC3 ECC Supervisor to oversee construction planning activities related to fencing and vehicle restraint system (VRS) assets. This role involves undertaking the duties of Supervisor as stated in the NEC3 Engineering and Construction Contract (ECC), ensuring the safe, compliant, and accurate delivery of schemes from pre-construction through to practical site completion.
The position encompasses responsibilities under both the Construction (Design and Management) Regulations (CDM) and NEC contract requirements. It involves conducting practical constructability reviews during the pre-construction design stage and performing inspections and physical witnessing on-site during construction.
The Supervisor will coordinate between CPS teams to plan for safe and cost-effective solutions that maintain or improve assets to agreed standards. Additionally, the role includes providing engineering supervision of construction operations to ensure that design, health and safety, asbestos, and temporary works are managed according to expected designs and processes.
This role operates independently from framework contractors, focusing primarily on ensuring that projects are constructed in accordance with the design, specifications, and procedures established by CP/CPS.
Note: The ability to work weekends and nights as required is essential.
Location: Dartford, South Mimms, or Leatherhead offices, based on preference.
Key Responsibilities
As the delegated NEC Supervisor for assigned schemes, you will:
Undertake the duties of Supervisor as outlined in the NEC3 ECC.
Familiarize yourself with scheme designs and raise constructability queries related to safety and quality.
Inspect construction activities to ensure compliance with specified quality standards and contract requirements.
Conduct regular site inspections to monitor progress and adherence to compliance standards.
Attend site meetings and collaborate with subcontractors to resolve issues.
Maintain accurate records of all inspections, tests, and audits.
Verify that materials and workmanship comply with design specifications.
Witness and approve testing procedures; review and document test results.
Identify and notify any defects and potential hazards in accordance with the contract.
Ensure all work complies with relevant health, safety, and environmental regulations; promote safe working practices on-site.
Approve or reject work, ensuring compliance with the contract.
Act as the NEC Supervisor under the terms of the NEC contract, ensuring the contractor adheres to contract clauses.
Monitor the progress of works and provide advice to the Client Project Manager, including raising any risks and issues related to delivery.
Submit daily shift reports regularly, in line with project requirements.
Oversee the completion and handover process, ensuring all works are completed to specification.
Ensure all documentation, including as-built drawings and operation and maintenance manuals, are submitted.
Attend meetings and inspections, both on and off-site, as required.
Conduct enhanced construction planning and scouting activities of renewal schemes to confirm the latest status of proposed works.
Candidate Requirements
Degree or HND in Civil Engineering or a related discipline, or equivalent experience.
Experience in the design and construction of highway infrastructure projects.
Strong writing, client-facing, and communication skills.
Diligent, proactive, and thorough approach to detail.
Collaborative and practical approach to problem-solving.
Knowledge of the Design Manual for Roads and Bridges and Specification for Highway Works.
Experience in carrying out duties of an NEC Supervisor.
Construction Skills Certification Scheme (CSCS) card.
New Roads and Street Works Act (NRSWA) certification.
EUSR (Cat and Genny course) certification.
Site Manager Safety Training Scheme (SMSTS) certification.

This is a hybrid role designed to fully maximize team collaboration on the project, we offer flexible working where you will typically be working from your base CPS office, Leatherhead, Dartford or South Mimms up to three days per week and two days from home.
