DSFS Ltd are looking into recruiting the right person into the role of Assistant Director ICS Procurement Delivery, The Assistant Director will work across the ICS and surrounding partners to lead on development and implementation of a collaborative benefits delivery programme and wider collaborative procurement strategy, acting as a focal point for joint working in Derbyshire and beyond. They will be a recognised procurement professional with experience providing strategic advice and, critically delivery of results through existing teams, in conjunction with the SRO to all partner organisations.
Main duties of the job This role takes responsibility for translating the commercial vision for developing procurements approach nationally, to ensure the success of collaborative procurement in Derbyshire / partner ICS's that delivers efficiencies in our contracts, consumables, people, systems and processes collaboratively. This is about building more out of the teams we have by using their expertise differently in a collaborative space, while recognising the need for local differences. The post holder will also line manage the ICS central team in any Hub and Spoke type arrangement (along with any wider collaborative appointments in future) and will deputise for the Director of Commercial and Strategy (SRO) at National, Regional and ICS Meetings as required to build pace and presence.

Person Specification Qualifications and Training oMaster's Degree or similar- equivalent experience.
oCIP's qualified or relevant equivalent experience (demonstrable).
oExperience at a corporate level of working with Boards /NED's.
oExperience of successfully driving change and transformational programmes.
oUnderstanding of organisational cultural impacts on performance and productivity
oProvision of services in the healthcare industry in a managerial role, able to demonstrate a good understanding of operational delivery
oAble to demonstrate a sound understanding of a variety of NHS sectors
oProof of successful strategy development and implementation
oAble to create/shape innovative strategic vision for the best possible long term benefit of the organisation and patients
oExceptional communicator, able to create impact and demonstrate proactive customer relationship awareness
oDemonstrated capability to act upon incomplete information, using experience to make inferences and decision making.
oProven track record of translating strategy into effective delivery.
oDemonstrated capability to plan over short, medium and long-term timeframes and adjust plans and resource requirements accordingly
oDemonstrated capabilities to manage own workload and make informed decisions in the absence of required information, working to tight and often changing timescales
oAbility to make decisions autonomously, when required on difficult issues.
oLeadership Qualification
oExperience of both primary and secondary care settings.
oExperience of NHS and private sector Board support and engagement
oExcellent understanding and experience of change management and service improvement and transformation
oSignificant Senior management experience in a healthcare setting with speciality knowledge across a range of disciplines
oFinancial management and business management skills including the ability to set and manage budgets on a corporate level.
Experience oExperience of leading service improvement projects and complex organisational change, whilst developing and maintaining high standards of quality
oEvidence of appropriate relevant professional development
oDemonstrable experience of successful business planning and development of robust business cases.
Skills and Knowledge oCorporate responsibility for policy implementation and service development across a range of specialist services
oInvolvement at a leadership level on issues related to clinical governance, monitoring and standard setting, including risk management and health and safety
oExceptional communicator, able to create impact and demonstrate proactive customer relationship awareness
oUnderstanding of the dynamics within a business arena and balance against political environment.
oHorizon scanning skills using a range of tools and techniques
oAble to successfully engineer innovative solutions
oAble to make compelling evidence-based arguments to persuade key stakeholders of the need to test new approaches to health and care delivery
oExperience of working on a strategic task and finish project at a regional or national level
oSignificant experience and understanding of proven implementation of project management methodologies or a Prince 2 or managing successful projects practitioner.
