Following recent recruitment within the BSC (Business Support Centre), we are pleased to let you know about a temporary (Until June 2025) Employment Services Supervisor vacancy within Employment Services.
As the work to deliver the Core Business Transformation programme steps up, the direct involvement of key BSC staff is increasing. To support this work, we are looking to appoint an Employment Services Supervisor.
This position will play a key role in the successful delivery of our current payroll services while assisting with the implementation of the new HR and payroll system, shaping the future ways of working that the innovative technology will bring.

About the role
The role of a supervisor in our service is a busy and rewarding one. You will be responsible for the day-to-day planning towards multiple deadlines ensuring the team are confident and trained in their roles. A key part of your role is to support the Team Leader and Manager with process review and improvement.
Employment Services is a fast paced and varied department providing a service to over 40,000 employee records. We support the authorities’ responsibilities in connection with HR policy, employment legislation and payroll throughout each stage of an employee’s employment journey. As well as dealing with LCC employees, we also provide a service to schools and other external customers.
The service is also responsible for ensuring that key HR and payroll systems such as SAP (payroll), Cornerstone (recruitment, PAL) and Employment Checks (DBS (Disclosure and Barring Service) checks) are maintained. We work closely with key partners such as HR, IDS, Legal Services and other internal BSC teams. The service compromises’ of over 80 colleagues working across four key teams.
Our teams within Employment Services cover several functions working alongside each other, these include:
* Advertising and recruitment,
* Administration of training courses,
* Attendance management, including sickness and family leave,
* Setting people up on our payroll system and ensuring their records are maintained throughout their time with us,
* Ensuring changes to terms and conditions, such as pay awards, are applied correctly and accurately,
* Quality checking input done through self-service,
* A dedicated enquiry team who deals with customer enquiries.
Excellent customer service and numeracy skills are vital. As is a willingness to continually contribute to review of processes and identifying potential areas for improvement. Our service deals with high volumes of work where accuracy is crucial.

Job purpose
Shared Services incorporates the Business Support Centre and Business Administration Service. We provide administration support to teams and services throughout the council.
The purpose of this role is to:
* Supervise the team within Employment Services.
* Be mindful of service delivery needs and ensure that work is allocated to meet deadlines and targets.
* Keep informed of system developments, implementing new processes and providing updates for all stakeholders.
* Produce reports for management on information contained in relevant systems.
* Devise development plans for the team.
Responsibilities
* Experience of supervising and developing staff to ensure work is prioritised and carried out effectively and efficiently to ensure deadlines are met to high standards.
* Experience of managing your own workload and meeting targets whilst maintaining quality as part of a team.
* Present a variety of information in a clear and concise way both through written reports and verbally with high attention to detail.
* Knowledge and experience of adhering to legislative business, financial, audit and operational requirements of the service, and the impact on its day-to-day work.
* Experience of dealing with sensitive and confidential information.
* A commitment to the continuous improvement of quality standards, business procedures and processes through continuous review and development.
* Provide suggestions to management for the improvements of processes and services.
* Attend service relevant meetings and take minutes when required.
* Resolve customer queries, including those of a complex nature.
* Knowledge and experience of adhering to procedures and legislation relating to confidential information and financial regulations.
* Work flexibly and move within service areas – working at different locations depending on service demand
