The newMacmillan palliative and end of life care transformational leader role is anexciting opportunity for anyone wanting to further develop their career insystem level strategic transformation, and who holds a special interest and passionabout palliative and end of life care (PEoLC). The post will be supported at alocal level by NHS Humber and North Yorkshire Integrated Care Board (HNY ICB) andMacmillan, regionally by the Strategic Clinical Network and will be part of anew UK wide network.
This role ispart of a new Macmillan programme which will provide you with leadershipdevelopment and connect you with a UK wide community of practice. You will bepart of a cohort of 24 PEoLC transformational leaders, learning together,supporting each other, and sharing best practice across the UK. The highlyindividualised programme of personal and professional development is designedtoprovide transformational leaders with thespecialistknowledge, skills andbehavioursrequired to transform anddeliver the highest qualityservicesandchallenge the status quolocally.
Main duties of the job
HNY ICB want to create an environment inwhich people can have positive conversations about death and dying. Colleaguesacross our places have completed a review against the National AmbitionsFramework for All Age PEoLC which has enabled us to identify our priorities andareas of focus for Humber and North Yorkshire. This has led to the developmentof the Centre of Excellence for PEoLC which will help us produce and implementour All Age PEoLC approach across the system.
The post holder will work with place/subsystem leads in the development of core delivery plans aligned to the stocktakeinformation, highlighting variation and areas of good practice, andestablishing what this means for workforce requirements whilst providingstrategic leadership to the HNY All Age PEoLC Centre of Excellence, havingspecific responsibility for developing and supporting strategic relationshipsacross place that inform and support the wider delivery of the ICB strategy anddelivery plans for PEoLC.

The Integrated Care Board (ICB) Palliative and End of Life Care (PEoLC) programme will bring together statutory and non-statutory partners, including the voluntary community sector, across health and care to embed national priorities (see below) and local priorities to bring about quality improvement in PEoLC for the local population, and achieve the formal launch of the Humber and North Yorkshire (HNY) All Age PEoLC Centre of Excellence.
The PEoLC Macmillan Transformation Lead will:
1. Lead the development of System shared vision and clarity of purpose to reflect PEoLC national and local priorities, ensuring Humber and North Yorkshire Integrated Care Board (HNY ICB) is discharging its statutory duty.
2. Provide strategic leadership to the HNY All Age PEoLC Centre of Excellence having specific responsibility for developing and supporting strategic relationships across place that inform and support the wider delivery of the ICB strategy and delivery plans for PEoLC.
Provide strategic leadership and support to statutory and non-statutory organisations in terms of PEoLC across the system to enable enhanced coordination of care.
Provide a leadership role to develop a platform that supports place colleagues /commissioners in their role towards joint contracting that leads to care redesign and performance improvement initiatives.
Reflect local and national priorities (Quality, Access, and Sustainability) in a ICB PEoLC Programme work plan and provide the forum to achieve those objectives.
Work closely with other Macmillan Transformation Lead postholders to ensure a collaborative approach within the region and lead/share key pieces of work.

19. In-depth professional knowledge in a number of disciplines, cross organisation or system wide transformation, financial management, performance management, information systems, staff management acquired through training and experience over extended period.
20. Extensive knowledge of PEoLC Policy, NHS Long Term Plan and the PEoLC Ambitions.
21. Relevant experience of applying project and programme management techniques at a senior level in a large complex environment.
22. Should have an appreciation of the relationship between the Department of Health and individual provider and commissioning organisations.
23. Experience of working with a wide range of stakeholders to ensure that any variances to quality, performance and financial metrics are investigated and acted upon to ensure the satisfactory delivery of the programme, escalating any risks and issues as appropriate.
24. Examples of leading on change management/service improvement within the NHS and/or social care.
