What You’ll be doing:
As Masterplanning Manager, you’ll lead the long-term development and optimisation of Portsmouth Naval Base’s estate, ensuring infrastructure investment is aligned with operational needs, sustainability goals, and future capability requirements. As Asset Master-planning Manager, you'll shape the estate masterplan, oversee the early development of proposals, and keep the base fit for purpose in a rapidly evolving defence landscape. Working closely with the MOD client, you'll interpret demand signals into actionable requirements, inspiring innovation and building trusted relationships to deliver modern, data-led solutions in line with ISO 55000 standards.
You'll take responsibility across estate masterplanning, asset management, stakeholder engagement, and data systems. You'll develop and maintain a comprehensive masterplan, lead spatial planning and land use optimisation, and integrate sustainability and resilience into estate strategies. Alongside advising on lifecycle asset management and interfacing with MOD processes, you'll collaborate with Royal Navy leadership, DIO, contractors, and local authorities to present strategic plans and investment cases. Managing asset databases, GIS systems, and digital tools, you'll drive continuous improvement in data quality, reporting, and analytics to support informed decision-making across the Naval Base.
You’ll Have:
As a Chartered Engineer with discipline experience in construction methods, gained as a manager within the construction, facilities, or asset management industry at strategic, operational, and tactical levels. You'll be adept at safely meeting operational demands in an uncertain climate, balancing the challenges of both new and ageing infrastructure. With experience in creating and implementing strategies across the built environment and spatial planning, you'll bring the expertise needed to shape long-term estate and infrastructure solutions.
You'll also have strong knowledge of Building Information Management (BIM) and asset data management systems, enabling you to support modern, data-led approaches. By applying a flexible and proportional approach to governance, you'll retain control in a fast-paced environment through collaboration, delegation, and audit. In addition, you'll contribute to advancing information exploitation across business operations—utilising asset telemetry, IoT solutions, and collaborative working environments to drive innovation and efficiency across a range of purposes.
About you:
You'll have proven experience in estate master planning, asset management, town planning, or infrastructure strategy, with a strong understanding of the built environment lifecycle, capital investment planning, and spatial analysis. Your ability to manage stakeholders and communicate effectively will be essential, alongside familiarity with MOD infrastructure standards and defence estate governance. You'll also be proficient in planning tools such as GIS, AutoCAD, BIM, and asset management software, enabling you to deliver robust and data-driven solutions.
Chartered status (RICS, RTPI, CIOB, ICE) or progress towards it will be advantageous, as will leadership qualities that allow you to interpret wider strategy and lead by example. Membership of a relevant technical professional body (CIBSE, IMechE, IET) and technical accreditation such as CEng will strengthen your profile. Health and Safety training (IOSH Managing Safely, CITB SMSTS, CSCS or equivalent) and eligibility for security clearance will also be required to support your role in this environment.
