AtkinsRéalis, Balfour Beatty and Egis Road Operations UK are part of a consortium creating Connect Plus Services, a partnership with collective strength in highways asset care from finance, through to design, build, maintenance and day‑to‑day operation.
As part of our 30‑year remit to manage and improve the capital's orbital motorway network, we deliver major improvement projects such as widening 38 miles of the M25, refurbishing tunnels and bridges, and installing hundreds of variable messaging signs and gantries to maximise the network's use and deliver more reliable journeys.
Your role
* Develop, implement and continuously improve an asset management strategy to deliver efficient maintenance and renewal activities to pavements while considering DBFOs' asset management objectives.
* Mentor junior staff members in their development.
* Contribute to the development and maintenance of network plans using HAPMS and the Asset Management System (Agile).
* Provide a long‑term integrated asset management and value‑adding approach for pavements and assist in the development and implementation of an integrated Asset Management System.
* Assist with the management and maintenance of Highways England's Pavement Management System (HAPMS), including network referencing, construction updates, and reporting for inclusion in the Asset Management Forward Plan.
* Collect and manage highway inventory asset data using HD video and upload into the Asset Management Systems, Agile assets/CONFIRM databases.
* Identify and scope maintenance, renewal and improvement projects to overcome pavement issues.
* Assist with the management of technical inspections and machine surveys, including planning survey routes, assessing and monitoring programmes, and evaluating completed surveys for missing or incomplete data.
* Provide input into the production of AMFP for road traffic signs to continuously improve the 5‑ and 30‑year programme and meet hand‑back requirements.
* Manage and react to unforeseen events, Watchman reports and HAILS; be available to be placed on the 24‑hour call‑out register at least six days in six weeks.
* Identify and embrace change and promote innovations as key to continuous improvement, including potential improvement funding opportunities weighted against Highways England Value Management principles and Contract Change Impact.
* Work closely with commercial and financial business areas to provide technical support and help the wider business understand the impact of third‑party additional works and network improvement schemes on pavement assets.
* Promote the highest standards of safety in accordance with the Zero Harm commitment.
About You
* Management of pavement assets.
* Support the engineers to the highest degree possible.
* Engage with Highways England, DBFO Co and key stakeholders internally.
* Liaise with the O&M team to assist on technical aspects of maintenance, including providing advice for emergency and temporary repairs to pavement assets.
* Produce the AMFP for pavements and continuously improve the 5‑ and 30‑year programme to meet hand‑back requirements within the DBFO Contract.
* Undertake and manage inspections, lifecycle analysis, whole‑life assessment and asset strategy reviews.
* Engage in the identification and implementation of innovation across the business.
* Act in a way that demonstrates the values of CPS.
* Contribute to continuously improve the Health and Safety culture across the contract.
* Manage and react to unforeseen events, Watchman reports and HAILS; be available to be placed on the 24‑hour call‑out register at least six days in six weeks.

Qualifications
* Qualified to degree level or proven experience.
* Progressing towards or holding membership of an appropriate professional institute (e.g. ICE, CIHT or equivalent).
* Familiar with pavement design standards in accordance with the DMRB, MCHW.
* General understanding of pavement operations, maintenance and renewal and RWSC.
* Skilled in MS Office applications.
* General understanding and exposure to real‑time asset databases; willing to apply skills to new and evolving Asset Management Systems and tools (Agile).
Desirable
* Project Management and programming skills.
* Knowledge of highway related areas including drainage and geotechnical.
* Understanding of the commercial impact resulting from a changed operational regime caused by external influences.
