Business Development Manager
Location: Hybrid / Remote (UK-based travel required)
Salary: £45,000 – £65,000 per annum (DOE)

Paragon Social Care is a specialist children's social care provider delivering high-quality, safe and nurturing placements in partnership with Local Authorities across the UK. Our focus is simple: safeguarding, stability, and positive long-term outcomes for children and young people.
We are seeking an experienced Business Development Manager to lead our engagement with commissioners and procurement teams, ensuring our services remain visible, trusted, and aligned with Local Authority needs.
The Role
This position plays a central role in strengthening external partnerships and securing appropriate placement opportunities, while ensuring compliance with regulatory standards and maintaining a child-centred approach to service delivery.
Key responsibilities include:
• Developing and delivering a targeted business development and commissioning engagement strategy
• Establishing and maintaining strong working relationships with Local Authority commissioners, placement teams and procurement leads
• Leading on tender submissions, Dynamic Purchasing System (DPS) applications and framework agreements
• Identifying placement opportunities that align with safeguarding, matching and operational capacity
• Monitoring changes in commissioning priorities, legislation and sector policy
• Working closely with operational leadership to ensure alignment between external commitments and service capability
About You
You will be a knowledgeable and confident professional with experience operating within children's social care commissioning environments.
You will demonstrate:
• Proven experience in business development, commissioning or contracts management within children's social care or a closely related sector
• Strong understanding of Local Authority procurement processes and frameworks
• Knowledge of Ofsted-regulated provision and compliance standards
• Excellent communication and negotiation skills
• The ability to build credibility with commissioners and senior stakeholders
• A strategic mindset with attention to regulatory detail
• Full UK driving licence and willingness to travel
