What we are recruiting for:

We are currently recruiting for a Commercial Manager (Quantity Surveyor) to join the team delivering a new MoD project in Stafford, Staffordshire. The Commercial Manager is primarily required to lead the procurement and commercial management of work packages of significant scope, complexity and value for the project. This will include the commercial analysis of subcontracts and working closely with the project manager(s) to ensure compliant, co-ordinated and commercially appropriate proposals and outputs in terms of design and cost, as well as undertaking all appropriate levels of internal and external project reporting.

Key responsibilities:

1. Procurement of the project in accordance with approved strategy, ensuring that orders are fully scoped, bought at best value and are correctly contracted in accordance with limits of authority.
2. Procurement and preparing contracts for execution for Early Works and Surveys, in line with limits of authority.
3. Managing supply chain relationships at package level to ensure a consistent and coordinated approach to procurement.
4. Contributes to the robust implementation and management of commercial, legal, insurance and risk controls at package level feeding into the wider management of the Project (including but not limited to OLi and PMTR/PID’s).
5. Accurate commercial reporting and contract administration with focus on trade packages and other supply orders.
6. This includes (but is not limited to) interim payments, management of change accounts, cashflows, final accounting and contract administration.
7. You will ensure that the project is delivered in a safe, timely, efficient and sustainable manner, whilst achieving project targets, meeting client expectations and enhancing the reputation of the business.
8. Management of complex packages with less day-to-day supervision.

Essential Credentials:

9. Maintain CSCS card for the role
10. Professional Construction Qualifications relevant to the role or qualified by appropriate level of experience (as noted below)
11. Have a related Chartership such as MRICS

Desirable Credentials:

12. Degree in Quantity Surveying or other construction related degree

Essential Knowledge

23. Understand and apply commercial & financial procedures and reporting systems
24. Maintains detailed prelim forecasts and actual costs and intervenes were negative trends identified
25. Demonstrates an understanding of bonds, PCGs, warranty insurances and associated risks
26. Demonstrates a clear understanding of the relationship between cost, value and profit
27. Reports accurately to the monthly forecast final account
28. Manages cash flow to the benefit of the project and business
29. Basic knowledge and understanding of JCT, NEC, Construction Management and Management Contracting Contracts
30. Knowledge of current construction laws, legislations, and regulations, standards and procedures
31. Commercial and financial understanding in the above context – ability to contribute to value engineering as part of the design process.

Essential Experience

32. Procurement of work packages in line with the Project Procurement Strategy
33. Production of Tender Recommendation Reports and Contract Sum Analysis
34. Preparation of Subcontracts for execution in line with limits of authority
35. Procures robust packages demonstrating an understanding of package interfaces
36. Manages the change process in accordance with the contract
37. Prepares bid documentation to ensure a fully defined tender

Desired Experience

38. Pre-construction experience
39. Background with a main contractor on projects above £30m in value
40. Proven track record of delivering successful construction projects safely
41. Experience of managing field construction activities on major/ complex projects
