Role Overview
Due to a number of exciting change and transformational activities across the Rolls‑Royce business, we are now seeking to add a HSE Partner to the team.
Project Overview
The Barnoldswick group of factories is split across two locations, Ghyll Brow and Barnoldswick. The factories undertake complex manufacturing operations connected with the manufacture of fan blades for use in gas turbines. Within those operations there are a number of chemical processes that use a range of chemicals involving use of harsh liquids, mainly including acids, alkalise and solvents.
Due to the volumes used both facilities are designated as lower tier COMAH facilities. In addition both installations hold Environmental protection permits. The Ghyll permit is issued through the Environment Agency and the Bankfield permit via Pendle Borough Council, the local authority.
A change to manufacturing operations means that the Ghyll Brow factory is to close, with residual operations transferring to the Bankfield factory. This will trigger a need to surrender the current permit at Ghyll Brow and obtain a new A1 permit on the Bankfield facility. In addition Planning Hazardous Substances requirements will need to be met for both the decommissioning and transfer process. The required individual will also be expected to support the project team in the transition, withdrawal and possible sale of the Ghyll Brow factory.
The current Operations on the Bankfield site are governed by a part B permit controlled by Pendle Borough Council and we see no reason for this to change as a result of the reorganisation. Therefore it is envisioned that the Bankfield site will operate with two permits running in tandem.
Scope of Work
* Be the point of contact between the project and site HSE team.
* Liaise on behalf of Rolls‑Royce with external consultants in the formation of the A1 permit application on the Bankfield site, including all assessment work required.
* Carry out the modification of the current Planning Hazardous Substances consent for the Bankfield site and surrender the current consent for the Ghyll Brow site.
* Engage with external consultants in the surrender of the current Ghyll Brow permit, which will require an assessment of current ground conditions, and shape thinking on a site sale strategy.
* Support Rolls‑Royce in close‑out of any improvement actions required to progress the project.
* Conduct suitable HAZID studies to support the safe design of the new factory layout.
* Liaise with external consultants in the preparation of HAZOP assessments of all relevant transferred processes and new designs.
* Work with external consultants in the preparation of DSEAR risk assessments, including Hazardous Area Classification of all relevant transferred processes.
* Assist the project team (the Client) with CDM and control of contractor issues, compliance with the Construction (Design and Management) Regulations 2015, including aiding the identification, collation and provision of pre‑construction information.
Key Skills / Qualifications
* Understanding of PUWER, COMAH, DSEAR and CDM.
* Knowledge of supporting manufacturing chemical projects would be advantageous.
* NEBOSH or IOSH certified.
* Ability to work under pressure.
