About the role
Pay Details: Grade 5, SCP 8-12, £26,824 - £28, 598
Hours of Work / Working Pattern: 37 Hours per week, Monday to Friday
Main Place of Work: Civic Offices, Barry
Temporary Reason: Temporary cover in advance of internal service restructure
Description:
 1. Set up detailed excel spreadsheets to monitor all capital budgets
 2. Monitor expenditure against various budgets and provide progress reports
 3. Liaise with property staff and external quantity surveyors to obtain accurate project information
 4. Assist in the budgetary monitoring on the Council’s capital programme either for the department or on behalf of other departments
 5. Inputting of information and providing reports via “Profess” business management time recording system.
 6. Assisting the Operational Manager in the administration of the Property Section budgets
 7. Such other duties and responsibilities commensurate with the grade and in accordance with the general character of the job as may reasonably be required by the Chief Officer or Commercial & Consultancy Manager from time to time.
 8. Completing end of year financial procedures
 9. Reporting slippage and reserves to accountants at year end
 10. Assisting and supervising technical/admin officer with queries regarding energy bills
 11. Enter energy bills on the Councils energy software.
 12. Fusion super user – assist all members of the property section with queries
 13. Provide financial assistance to the section including issuing financial certificates, resolving queries and providing information to clients.
 14. Keep records of tender returns, contractor information and procurement related compliance information
 15. Issuing Purchase Orders and keeping records of orders issued
 16. Ensure compliance with the Council’s Financial Regulations, Standing Orders, Policies and Procedures
 17. To implement the principles of the Council’s Equal Opportunity Policy whilst carrying out the above duties
 18. To adhere to Health and Safety legislation / relevant Council policies and procedures and to take reasonable care for the health and safety of yourself and other persons who may be adversely affected by your acts / omissions. In addition, you will undertake any duties with regards to fire safety evacuation commensurate with your role.
 19. To implement the principles of the Council's Environment Policy while carrying out the above duties.
 20. To report without delay any safeguarding concerns to the appropriate safeguarding officer.
 21. Such other duties and responsibilities commensurate with the grade and in accordance with the general character of the job as may reasonably be required by the Chief Officer from time to time.
About you
You will need:
 22. Experience in MS Excel, Word, PowerPoint and Outlook.
 23. Experience in managing a range of capital and revenue budgets.
 24. Knowledge of budget monitoring.
 25. Ability to monitor, control and report on property/building related budgets (capital and revenue).
 26. Ability to manage budgets on behalf of others and provide regular reports and data as required.
 27. Ability to manage and organise workload.
 28. Good organisational and verbal/written communication skills.
 29. Excellent ICT skills with emphasis on Excel/spreadsheets.
 30. Educated to GSCE level (Maths and English essential).
 31. Positive attitude and self-motivated.
 32. Ability to work to deadlines.
 33. Ability to drive/travel throughout the Vale or between locations as appropriate.
