Overview

Thrive Oldham are recruiting for Grass cutting environmental operatives in the Leicestershire area. To work as part of a team to deliver a seasonally-led best value, customer focussed service throughout Leicestershire and occasionally, surrounding counties. You will work flexibly, efficiently and effectively to maintain environmental areas such as verges, hedges and footpaths, in accordance with statutory requirements.


Responsibilities

* Grass cutting, hand hedge trimming, verge maintenance
* Undertake environmental maintenance works to increase expertise in environmental disciplines and gain experience in safe working procedures and use of equipment and power tools
* Summer months (indicative, not exhaustive): Grass cutting in urban areas, following set routes and schedules; Hedge trimming and other cutting back tasks
* Winter months (indicative, not exhaustive): Edging back to verges; Cutting back overhanging foliage and hand hedge trimming; Sign washing; General highway maintenance duties
* Standby rota to assist in emergency situations and provide out-of-hours cover; make area safe prior to permanent solutions
* Support the Supervisor or Site Team Leader by: taking the lead role when requested; ensuring correct observance of Health and Safety directives, PPE, temporary traffic management; safe lifting and handling of materials and plant on site
* Ensure daily performance targets are met; raise issues with the Supervisor or Site Team Leader
* Lead when working with temporary staff; explain requirements, answer queries, or escalate as needed; ensure temporary staff feel part of the team
* Carry out duties associated with Highway Works as directed, e.g.: driving of mowers and trailers; operation of powered light plant; all driver and operator maintenance
* Comply with Health and Safety legislation, Traffic Management requirements, and Highway safety and quality procedures; quality management systems
* Maintain training records in accordance with the personal development process
* Comply with authority and departmental policies and procedures
* Comply with risk assessments and safe working practices, considering statutory requirements such as Health and Safety, COSHH, and Driver’s Hours Regulations
* Offer advice and guidance to less experienced operatives to help develop skills
* Promote equality of opportunity and work toward eliminating discrimination


Special Factors

* Work outside normal hours, including nights, weekends and public holidays, in all weather conditions to meet service needs
* May be required to support a call-out rota for emergencies; exclusion applies to employees aged under 21
* Working hours start and finish at the depot; postholder to travel to other depots/sites as directed
* Travel between depots/sites, subject to mileage allowances
* May work with other individuals, gangs, teams or alone (within lone worker monitoring procedures)
* Attend Health Surveillance appointments as required
* Attend training courses, conferences, seminars or meetings as required by the Director
* Expenses paid in accordance with Local Terms and Conditions of Service
* May receive additional pay when leading on-site with other operatives of the same or lower grades


Qualifications

* NVQ 2 in Highways Maintenance or similar
* Skilled Road-worker Trades Test Assessment
* New Roads and Streetworks Act (NRSWA) Qualification (Operative)
* National Highways Sector Scheme 12D
* Valid driving licence
* Valid Large Goods Vehicle Licence and CPC Trained with current DQC Card
* Demonstrable evidence of the skills and experience as outlined below, together with a commitment to attain the essential qualifications


Experience

* Working in a highways or civil engineering environment
* Ability to take measurements and calculate quantities (areas, volumes, weights)
* Use of information technology (e.g., PC, PDS, mobile devices) in a work context


Knowledge

* Extensive knowledge of construction specifications, materials, compaction and workmanship requirements
* Extensive knowledge of safe working practices when using plant and machinery
* Construction Health, Safety and Environmental requirements and safe working procedures
* Legislation including drivers’ hours, PPE and manual handling
* Chapter 8 Traffic Management Regulations
* Knowledge of Noise at Work Regulations


Skills and Competencies

* Able to drive a mower
* Able to tow and manoeuvre a trailer
* Core communication skills both written and verbal
* Able and willing to work with everyone in the team
* Able to use own initiative in planning and prioritising
* Driving and operating specialist plant and use of rollers, compaction equipment and saws
* Able to respond confidently to customers and colleagues with understanding and diplomacy while maintaining an objective and professional stance
* Engages with proposals constructively to help agree a way forward
* Gives customers the correct information and keeps them up to date with regular contact
* Constructively challenges poor performance and/or behaviour
* Ability to remain calm and positive in challenging circumstances
* Well organized and able to prioritise own workload
* Evidence of self-motivation using own initiative


Other Requirements

* Understands the standards of behaviour expected of staff under the County Council’s Code of Conduct
* Takes responsibility for own health and wellbeing, actively seeking ways to minimise illness and injury to avoid absence
* If required to drive any work vehicle, comply with the Driver’s Handbook
* Understanding of and commitment to Equal Opportunities; ability to apply to all situations; must be able to perform duties with reasonable adjustment under the Equality Act 2010
