Occupational Road Risk Project Manager (Fixed-term 12 months) Role Description Occupational Road Risk (ORR) Project Manager at NI Water refers to the organisation’s approach to managing the hazards and legal obligations associated with employees driving for work, including compliance, training, and safe driving behaviours. It provides the framework, governance, and policies that ensure NIW meets statutory requirements for driving at work while promoting a strong safety culture across all staff who operate fleet or personal vehicles for business purposes. The ORR Project Manager will lead the development, finalisation, and implementation of NIW’s Occupational Road Risk (ORR) Strategy and associated policies, with specific focus on the People/Driver elements. The ORR Project Manager is accountable for the end-to-end leadership, design and implementation of NI Water’s Occupational Road Risk strategy, policies and governance framework. The role ensures statutory compliance, organisational assurance and measurable reduction in road-related risk, embedding sustainable processes, training and controls across the organisation. This temporary position will provide dedicated expertise and capacity to drive forward the ORR programme, engage senior leaders and stakeholders, manage the ORR training and compliance contract, and establish sustainable processes that support long-term compliance and safe driving behaviours. The postholder will operate with a high degree of professional autonomy within an agreed governance framework, providing authoritative advice and recommendations to senior leaders and Executive Committee. The post sits within the HR Directorate and will work closely with a range of internal stakeholders, including Health & Safety, Fleet Management, Operational managers and colleagues. The postholder will lead cross-functional work to ensure ORR responsibilities are clearly defined, governed, and embedded. The role leads organisation-wide, cross-functional collaboration across HR, Health & Safety, Fleet, Operations, Compliance and Trade Unions to ensure ORR responsibilities are clearly defined, governed and embedded consistently across directorates. Applicants MUST be able to demonstrate in their application and where necessary at interview: ESSENTIAL CRITERIA 1. A recognised project management qualification (e.g., PRINCE2, APM, PMP) and a minimum of 2 years’ relevant project management experience delivering organisation-wide or multi-stakeholder projects of significant complexity Or in the absence of a recognised project management qualification: A minimum of 4 years’ relevant project management experience delivering organisation-wide or multi-stakeholder projects of significant complexity 2. At least 2 years’ relevant experience of developing, implementing or managing policies, governance frameworks, or compliance processes, including experience interpreting regulatory or legislative requirements and translating them into organisational practice. 3. At least 2 years’ relevant experience of analysing data, preparing clear written reports, and presenting options, risks and recommendations to a range of stakeholders to influence decision-making. 4. Evidence of a high level of proficiency in MS Office applications, including Excel for data analysis and PowerPoint for senior-level presentations. What is on Offer Salary This role offers a competitive remuneration package with a salary scale of £44,264 - £59,018 per annum (pay award pending). The starting salary will normally be at the first point of the scale. Location Westland House, Old Westland Road, Belfast, BT14 6TE and Antrim Learning & Development Centre, Antrim. The successful candidate may be required to travel to other NI Water sites as and when required. Duration This is a fixed-term position for 12 months.
