Description Are you an aspiring leader with a passion for health and social care with great interpersonal, finance and analytical skills? As Head of Social Care Finance you will focus on the commitments to respond to the recommendations from the Independent Review of Adult Social Care and overall reform work across the social care sector. Work continues on the Care Reform Bill and this role will continue to have a key part in this, as well as day to day improvement work, costing policy options, advising on affordability and value for money, and leading on business case development. This role is high profile and will involve direct engagement with Senior Civil Servants and Ministers, as well as senior external stakeholders including Chief Finance Officers, Chief Officers and social care providers. You will also have oversight of the health and social care finance business management unit. Responsibilities Lead on costing policy and reform proposals in social care to understand affordability and value for money. Developing business cases taking a lead on the finance case and ensuring this is linked in to the wider case. Lead on monitoring, forecasting and controlling costs within the NCS programme, to give regular and reliable management information to SCS colleagues. Reviewing and updating core finance lines relating to the NCS and social care reform, responding to Micases in a timely manner and providing advice to Ministers as new issues emerge. Lead on the progress against the Bill, including appearing at committees as required to provide evidence and assurance on the robustness of the Financial Memorandum. Overseeing the Business Management Unit within the Directorate ensuring commissions are responded to on a timely basis, recruitment and people issues are managed and up to date, FOIs and Micases are managed across teams as well as all other expected duties from a BMU. This role will have two direct reports with a total team of 8. Responsibilities Qualifications You must be a qualified accountant and a member of either the Chartered Institute of Management Accountants (CIMA) or of one of the five accountancy institute members of the Consultative Committee of Accountancy Bodies. Experience: Knowledge of NHS and Social Care Finance, leadership experience of managing a team.
