The Virginia Department of Emergency Management is currently seeking a qualified
candidate to become our Intelligence Analyst Senior!
The Intelligence Analyst Senior – Cyber position supports the Virginia Fusion Center by enhancing statewide cyber preparedness, intelligence, and response capabilities. This role focuses on cyber-specific planning, policy development, threat analysis, and stakeholder engagement.
Key Responsibilities:
- Provide cyber planning support to state and local agencies and critical infrastructure partners.
- Develop and advise on cyber policies tailored to public sector needs.
- Monitor emerging cyber threats and recommend updates to policies and procedures.
- Assist with incident response planning and provide guidance during cyber events.
- Conduct cyber risk assessments and support compliance with relevant standards.
- Analyze intelligence from various sources to identify threats and trends.
- Deliver cyber awareness training and briefings to stakeholders.
- Support the VFC’s broader mission of intelligence sharing and coordination on criminal and terrorism-related threats.
- Must have a valid driver’s license.
- Must hold current or possess the ability to obtain a federal security clearance.
- Requires ability to work rotating shifts, weekends, and holidays.
- Must be a U.S. citizen (required for security clearance eligibility).
Minimum Qualifications
- In-depth knowledge of cybersecurity principles and practices, or ability to learn.
- Working knowledge of research, analysis, planning, and measurement techniques.
- Knowledge of risk management concepts (e.g., methods for assessing and mitigating risk).
- Knowledge of comprehensive emergency management planning or knowledge of policy
analysis practices preferred.
- Knowledge of cybersecurity related standards, regulations, frameworks, and relevant
state laws and regulations are desired.
- Strong analytical skills with the ability to assess complex cyber risks and develop practical
mitigation strategies.
- Excellent communication and interpersonal skills, with the ability to collaborate effectively
with diverse stakeholders and convey technical concepts to non-technical audiences.
- Demonstrated ability to maintain accurate and complete files, manage multiple priorities,
and follow oral and written instructions.
- Demonstrated interpersonal, verbal, and written communications skills and establish and
maintain effective working relationships with all levels of personnel.
Additional Considerations
- Experience in the intelligence community, emergency management, or public safety field
is highly preferred.
- Experience in policy development, strategic planning, and/or risk management, preferably in a government or critical infrastructure environment is desired.
- Relevant cybersecurity certifications including but not limited to CompTIA Security+, GIAC
Security Essentials, Certified Information Security Manager (CISM), or Certified
Information Systems Auditor (CISA) are a plus.

The salary for this position is negotiable up to the maximum hiring range listed in this posting. Offers will not be made outside of the hiring range. This is a restricted position due to the funding source.
