The Counter Terrorism Policing (CTP) Network stretches across the UK. We work alongside our partners to help protect the public and our national security by preventing, deterring and investigating terrorist activity.

Based at our modern offices near to Birmingham International Airport, our Operational Development Unit (ODU) is a dedicated team responsible for the strategic management of Learning, Training and Exercising (LTE) within the CT Network. The unit forms a key part of the Prepare strand of the Home Office CONTEST Strategy. Working alongside our partners, the ODU harnesses the value of shared LTE to ensure the CT Network is ready, prepared and interoperable to respond to current and emerging terrorism and counter‑state threats.

We are looking for a motivated, dynamic, innovative and suitably qualified Learning & Development Training Officer to design, develop and deliver training programmes and Continuous Professional Development (CPD) within the Investigations Capability across the UK Counter Terrorism Network.

You’ll work Monday – Friday, 0800‑1600, but an element of flexibility will be required to meet the demands of the post. As this is a national role, flexibility is crucial and we are happy to consider a more agile approach to your working location, including the possibility of working from an area outside of the West Midlands. There will be an expectation that you are prepared to travel nationally on a regular basis, including working extended hours at locations throughout the UK, and there may also be future opportunities to travel internationally as Investigations training evolves.


The role

The post holder will be responsible for the training design, development and delivery of Investigations‑related training provided to the CT Network across all 10 CT regions.


Responsibilities

* Plan, design, prepare, quality‑assure, coordinate and deliver bespoke CT training throughout the UK in line with the National LTE Strategy.
* Develop, validate and evaluate training courses to ensure they achieve organisational objectives, meet customer requirements and support personal development of participants.
* Facilitate and deliver the National Counter‑Terrorism training programme in collaboration with other regional and national trainers and subject experts.
* Research, prepare and update lesson plans and any associated training material including hand‑outs and PowerPoint slides for all courses.
* Address training issues identified in operational or exercise reviews/debriefs to maintain and develop operational performance.
* Ensure training packages meet the needs of the CT Network using the most appropriate method, including facilitation, didactic instruction, demonstration, role‑plays and practical case studies.
* Assist in reviewing and developing training modules as part of the national Counter‑Terrorism training programme.
* Identify training and development gaps for the CT Network.
* Handle day‑to‑day administration, including student attendance, liaison with relevant parties and resource preparation.
* Supervise students during courses, ensuring their discipline, welfare and support, and encourage them and their mentors.
* Monitor the effectiveness of learning and development programmes through evaluation.
* Ensure training products are fit for purpose and comply with Best Value principles.
* Take appropriate action to create a healthy working and training environment in line with the H&S policy.
* Monitor and ensure equality of opportunity within the learning and development environment.
* Liaise with national and regional departments to maintain consistency of training delivery.
* Promote equality, diversity and human rights in working practices and develop positive working relationships.
* Perform any other duties commensurate with the role and band/grade.


Skills and competencies


Essential

* Sound working knowledge and personal experience of Counter Terrorism Policing, specifically in the Investigations thematic area.
* Hold a minimum Level 4 training qualification, Cert Ed or equivalent, or have a willingness and ability to acquire the requisite accreditation.
* Experience delivering training courses or presentations to students and other trainers.
* Experience of IT packages to design and deliver training, including Microsoft Word, Outlook, Excel, PowerPoint and Visio.
* Be conversant with and able to contribute to best practice within the Counter Terrorist field, ensuring that training is revised and refreshed accordingly.
* Hold a full driving licence and be prepared to travel nationally.
* Strong communication skills, both written and verbal, and interpersonal skills to support and influence at all levels within the CT network.
* Ability to prioritise and manage conflicts (people and tasks).
* Ability to influence and build effective collaborative relationships with a wide range of professionals within and around the national CT network.
* Demonstrate awareness of equality and diversity and have a high level of personal integrity.
* Prepared to travel nationally.


Desirable

* Evidence of successful interpretation and application of relevant legislation, including contribution to new legislation or national bodies.
* Experience of working in a Learning, Training or Exercising (LTE) environment.


Security Clearance

This post requires British nationality (some dual nationalities may be ineligible) and Enhanced Security Check clearance. You will need to undergo additional security clearance checks, with the offer of employment being conditional on obtaining all necessary security clearances. There are limitations on travelling to a small number of countries once in post.
