We're excited to be working in partnership with a prestigious public sector organisation to recruit an experienced and dynamic Head of Facilities Management. This is an exceptional leadership opportunity for a seasoned professional with a background in construction, estates, or facilities management to oversee the delivery of all aspects of building services in one of Northern Ireland's most iconic and historically significant buildings - Parliament Buildings, Stormont. About the Role As Head of Facilities Management, you will report directly to the Director of Corporate Services and lead a team of around 16 staff, including two direct reports at AG5 level. You will be accountable for the day-to-day and strategic oversight of the Parliament Buildings' facilities, including maintenance, health and safety, sustainability, catering, cleaning, office equipment and supplies. You'll lead on the maintenance and enhancement of a Grade A listed property, while delivering projects and services that are safe, efficient, cost-effective, and aligned with the Assembly Commission's high standards. Key Responsibilities Strategic and Operational Develop and deliver a long-term vision and life-cycle plan for the maintenance of Parliament Buildings in line with its Grade A listed status and legal obligations. Lead delivery of capital building and construction projects using PRINCE2 methodology (or equivalent) within scope, timeline and budget. Manage facilities contracts including maintenance, catering, cleaning, housekeeping, and office resources, ensuring services meet KPIs and deliver value for money. Deliver sustainable development goals and promote environmental efficiency in building operations. Manage all resources - budgets, staffing, and space utilisation - to support the wider Corporate Strategy and Corporate Plan. Engage with Members, staff, stakeholders and external bodies to maintain service effectiveness and best practice. People and Performance Lead and develop a high-performing and motivated team focused on service excellence. Foster a culture of innovation and ensure staff are equipped with the right qualifications, skills, and experience. Drive performance through a focus on targets, outcomes, and continuous improvement. Accountability and Corporate Governance Maintain robust financial management practices and ensure responsible use of public funds. Prepare high-quality business cases, reports and briefings for the Senior Management Team and Assembly Commission. Ensure compliance with all organisational policies, including Equal Opportunities and Health and Safety. Adhere to records management policies and statutory requirements. Essential Criteria Applicants must, by the closing date, meet one of the following qualification and experience routes: Route 1: Hold full membership of a professional body in a construction-related discipline (e.g. architecture, civil/structural engineering, electrical/mechanical engineering, building or quantity surveying). AND Have at least 3 years' experience in each of the following five areas: a) Leading and developing high-performing teams to deliver effective outcomes and continuous performance improvement aligned with customer needs. b) Leading significant service restructuring and improvement, demonstrating flexibility, adaptability, and resilience under pressure. c) Delivering substantial capital building and construction projects in occupied buildings (valued at over £0.5 million), achieving quality, cost and time objectives. d) Managing substantial building maintenance and/or facilities-related contracts, ensuring performance, value for money, and success measured against key performance indicators (KPIs). e) Preparing business cases, reports and papers for Senior Management and Board-level audiences. Senior management is defined as the top management level of the organisation. Route 2: Hold a relevant advanced learning qualification (minimum Level 4 or equivalent) in building maintenance, construction, facilities management or project management. AND Have at least 5 years' experience in each of the areas described above (a)-(e).
