Principal purpose of the role
To manage Conditional Cautions to ensure that any conditions are met, and when they are fulfilled or breached to ensure appropriate processes are followed. Furthermore, to be a subject matter expert to help officers understand which conditions are available and guide them through the process.
Main activities of the role
* Record and monitor all Conditional Cautions issued within Suffolk and Norfolk Constabularies
* Liaise with HMCTS to update when fines are paid/not paid
* Review file upon receipt ensuring all relevant documentation is included, ensuring officers are aware of correct process
* Update records when conditions are met and completed, and update officers if/when appropriate
* Follow appropriate processes when conditions are not complied with
* Deal with queries from officers around existing conditions
* Answer queries on new conditions to be issued, offering guidance to officers and becoming a central knowledge hub for Out of Court Disposals
* Monitor volumes and trends from Districts and flag when these volumes and trends fluctuate from what is expected
* Monitor whether timescales set for conditions have been achieved by running reports on Athena
* Verify all data against systems and report any data issues
* Update local and national police systems ensuring data quality and accuracy
* Liaise with victims/witnesses/offenders as appropriate
* Liaise with providers around conditions e.g course providers, local councils in relation to fines etc.
* Undertake research into whether or not there have been any further convictions to violate conditions of caution using internal and external systems and liaise with Officers, Staff and Partners.
* Deal with enquiries from Officers and staff in relation to disposals recorded on systems
* Take victim or witness statements over the telephone for low level offences
* Preparing files for court where there has been a breach of conditions ensuring all evidence is accurately documented
* Data collection at individual level e.g., arrest data, demographics, OOCR given, attendance/compliance with OOCR, intervention outcomes.
* Manage information and liaise closely with the evaluators
* Build relationships with education, treatment, and healthcare service providers (CGL/Turning Point) that can deliver the intervention an individual is directed to by OOCR and monitor intervention outcome.
* Any other duties that are commensurate with the role and grade as may be requested by management.
Essential Criteria
* Good communication skills with the ability to adapt communication style depending on the audience
* Experience of accurately inputting data to computerised systems
* Proven experience of organising and prioritising tasks effectively to achieve deadlines
* Proven ability to work as effective member of team
* The ability to drive/travel for training and supervision purposes
* Good keyboard skills with a working knowledge of Microsoft Office applications and the ability to learn other systems
This is a full time, fixed term contract, for a period of 12 months.
