Length of employment: Job Summary: The Ministry of Defence employs over 50,000 Civil Servants. Within that, the Army Top Level Budget (TLB) employs over 12,000 MOD Civil Servants located at over 300 locations. Ours is a diverse workforce, with roles ranging from trainers, human resources, teachers, and psychologists to storekeepers, financiers, project and programme managers, and policy secretariat staff. There are many different functions and professions delivering key outputs for the Army. The post is in Bovington Camp, home of the Armour Centre (ARMCEN) and is a British Army base located in Dorset which, together with Lulworth Camp, forms the Bovington Garrison. The camp is a matter of miles from the south coast and is part of the world heritage site that is The Jurassic Coast. The garrison consists of three barrack complexes and two forest/heathland training areas that supports the delivery of Initial Trade Training (ITT) for soldiers of the Royal Armoured Corps, the Royal Engineers and the Royal Electrical and Mechanical Engineers, as well as Subsequent Trade Training (STT) for many other Defence units. Headquarters (HQ) Combat Manoeuvre Centre (CMC) is the parent organisation of the Combined Arms Manoeuvre School, Armoured Fighting Vehicle School, Royal Armoured Corps Training Regiment, The Infantry Battle School, The Land Special Operations Training School, and the Small Arms School Corp and these groups are often the owners of the contracts and also the originators of requests for new contract capability along with the wider Army. We are looking for a new team member to help us provide Military transport management for a diverse fleet of over 250 vehicles, consisting of civilian white fleet vehicles, tracked and wheeled armoured fighting vehicles along with over 460 drivers. You will do this by supporting the Combat Manoeuvre Centre (CMC) staff who use the vehicles to deliver their outputs. This might mean carrying out managerial checks on driver's qualifications and experience one day and then conducting a Road Traffic Collision investigation the next. This role is complex, challenging and full of variety. This position is advertised at 37 hours per week. Job Description: Key responsibilities of a Defence Transport Manager: To work alongside your Line Manager (LM) to ensure that all drivers and vehicles operate in compliance with relevant MOD and civilian policies and procedures in order to provide fully trained, authorised and competent vehicle crews. Daily engagement with a wide variety of Army, Civil Service and contractor personnel seeking information or challenging outputs and you will need to build trust and effective working relationships to deliver this role. You will be the subject matter expert on all Transport related matters, providing guidance and advice to all ranks and grades of personnel from trainee recruits up to and including the Commander of the Combat Manoeuvre Centre. Working alongside Military, Civil Service and Armour Centre Support Contract (ASC) personnel, you will ensure compliance with military transport policies, resolve vehicle and driver related issues whilst ensuring that the fleet of vehicles is operated as efficiently as possible under the ASC contract. You will be the focal point for all transport related enquiries from Military, Civil Service and Contractor personnel whilst ensuring that all drivers are correctly trained, competent and correctly authorised. You will be the Unit Collision Procedure Manager, investigating all Road Traffic Collisions, accident and incidents (RTC/RTI) on the public highway and on the extensive training areas. Carry out detailed investigation of the RTC/RTI whilst working alongside the Equipment Support department, providing guidance and recommendations for the chain of command in order to reduce further re occurrences. You will be the Garrison Road Safety Advisor, working with the Garrison Sergeant Major and the SHEF team in order to ensure road safety compliance and advice for all garrison personnel. This will include providing Road Safety presentations to Garrison Pesonnel as part of seasonal and annual campaigns. Providing driver and vehicle assessments for all classes of vehicles that you are currently authorised to drive. Liaison with higher command Master Driver and the Defence Licence and Training Authority (based in Tidworth, Wiltshire) in order to arrange external contractor provided driver training. Liaison with Dorset Police and the Highways Agency re the operation of over-size vehicles on the public highway. Managerial checks on all ASC produced transport documentation. Attending Transport Conferences in Tidworth, Wiltshire (normally one per year). Working with your Line Manager there may be an opportunity to be part of any future modernisation or contractorisation activities within the CMC or wider business area. Please note: you will be required to attend and pass both the Defence Transport Manager course and the Defence Road Safety Advisors course, both of which are held at the Defence School of Transport, Leconfield, Yorkshire if not already qualified. Essential skills required: Previous experience of managing tasks, stakeholders and outputs with minimal supervision. You need to be able to engage with staff at all grades so that you can negotiate and agree outcomes within situations that might involve several people wanting different solutions. Good communication skills and the ability to work well with others. Enthusiasm - we need someone who can drive their own personal and professional development and workload. Motivation - you need to be able to motivate and develop others to reach common goals but be resilient to challenges and adaptable to the changing workload. Good organisation skills - the work can sometimes be complex with many different tasks running concurrently so you will need to manage people, resources, and your own time effectively so being structured and organised is crucial and necessary to balance the varying demands of the post. The ability to engage with and build trust with representatives of the service provider and also customers requires you to be articulate, engaging and confident. Desirable skills: A Transport related background, ideally in a Military environment. Previous experience and knowledge of the Microsoft suite of applications.
