Team Manager – HR Casework

We’re looking for passionate and experienced Team Managers (HR Casework) to join our People & Culture Directorate at Devon County Council.
We are recruiting for both permanent and 12‑month fixed‑term vacancies within our Operational Casework service.

Our Operational Casework Team
The Operational Casework Team has a strong presence, providing expert HR and employee relations advice and guidance across Devon County Council, to schools and other external clients.
Demand for the service is high, reflecting the complex and often sensitive issues faced by the organisation and its customers. This provides a challenging and rewarding environment where Team Managers lead HR Advisers to work in partnership with customers to resolve complex, high‑risk and high‑impact HR matters, supporting the delivery of vital services to our community.
As a service, we take a person‑centred approach to employee relations and are on a journey to embed restorative practices where appropriate. The role requires highly effective communicators and negotiators, able to adapt their approach to different audiences and situations, including in highly emotive circumstances.
We are seeking individuals with a ‘can‑do’ attitude, who can quickly establish credibility, support and lead experienced HR professionals, and bring a broad range of HR operational knowledge and experience.
While experience of working within local government, schools or NHS terms and conditions would be beneficial, we welcome applications from candidates with strong transferable HR experience from other sectors. As Devon County Council is undergoing significant organisational change, experience of change programmes, including restructures, consultation processes and TUPE, would be particularly advantageous.

We are looking for highly skilled and experienced HR professionals with a proven track record of delivering pragmatic HR solutions and leading teams in complex, customer‑focused environments. We are looking for new team members with a solution-focus and an openess to consider how we can continuously improve our service.
You will:
1. Be self‑motivated, resilient and driven, with the ability to deliver under pressure.
2. Have proven experience of managing HR professionals, including supervision, performance management and wellbeing.
3. Be confident handling complex and sensitive employee relations casework, including disciplinary, grievance and organisational change.
4. Be customer‑focused, with excellent interpersonal and communication skills that build effective working relationships.
5. Have strong written skills, with the ability to communicate clearly and coherently in formal and informal settings.
6. Be able to influence, negotiate and work collaboratively with managers, colleagues and Trade Union representatives.
7. Be able to work flexibly and adaptively in response to changing priorities and operational demands.
