Team Leader – UK PACT

This Opportunity:

The Team Leader will provide strategic leadership and operational oversight for the UK PACT programme, the UK Government's flagship international climate finance technical assistance initiative. The role is responsible for ensuring effective delivery of UK PACT's objectives to support partner countries in reducing emissions and accelerating just, inclusive climate transitions.

* Note, this is a Parental Leave Cover role, with expected duration from end of January 2026 to January 2027.

Location:

The position is based in Palladium's London or Bristol office, within our United Kingdom, Europe, and Africa (UKEA) region. Please note that applicants must have the right to work in the UK, as visa sponsorship is not available for this role.

Palladium supports a hybrid working model with 3 days in office, 2 days from home. We can consider applicants looking for fully remote work, however regular travel to London would be required.

Reporting Lines:

This role will report into the UK PACT Programme Director.

Primary Roles and Responsibilities:

Provide overall strategic leadership, quality assurance and stakeholder coordination for the programme, ensuring high-impact delivery across all workstreams and full compliance with FCDO requirements.

Strategic Leadership

* Lead the UK PACT team in delivering high-impact climate technical assistance aligned with UK International Climate Finance (ICF) priorities.
* Communicating a compelling UK PACT vision, and translating that into fund portfolios of grants and Expert Deployments
* Shape and evolve the programme's strategic direction in line with UK foreign policy and climate diplomacy goals.

Team Leadership

* Lead a multidisciplinary team of policy, technical, and delivery professionals.
* Foster a collaborative, inclusive, and high-performing team culture.
* Encouraging open flows of information and feedback in a high-trust enviornment
* Support staff development and ensure alignment with Palladium values.

Programme Management

* Oversee the delivery of UK PACT's country programmes, grants and expert deployments, and global learning, and communications components.
* Ensure robust programme governance, risk management, and compliance with ODA and IATI standards.
* Manage programme budgets, reporting, and performance monitoring frameworks.

Stakeholder Engagement

* Build and maintain strong relationships with FCDO and DESNZ centrally.
* Present to UK PACT Programme Boards
* Represent UK PACT at international forums, climate events, and cross-government working groups.

Finance

* Strategically managing the budget, optimising resources over time.

Monitoring, Evaluation, and Learning (MEL)

* Champion evidence-based decision-making and continuous learning across the programme.
* Oversee the implementation of MEL frameworks and ensure lessons are integrated into programme design.
* Building bridges between MEL and technical teams

Essential Criteria:

* Proven experience in leading complex international development or climate programmes.
* Strong understanding of climate change policy, emissions reduction strategies, and just transition principles.
* Demonstrated ability to manage large-scale budgets and multi-stakeholder delivery models.
* Excellent leadership, communication, and diplomatic skills.
* Experience working with or within UK Government departments or international donor agencies.
* Demonstrated commitment to inclusive leadership and creating a supportive team culture.

Desirable Criteria:

* Familiarity with Official Development Assistance (ODA) and International Climate Finance (ICF) frameworks.
* Experience in technical assistance delivery in emerging economies.
