We are looking for a PMO Manager to join the Donor and Session Programme (DASP), a critical digitally-led transformation programme to truly transform how donors engage with NHSBT to ensure equitable access, enhanced safety, and resilient supply chains for lifesaving blood and plasma products. This is a key role for the programme, and you will be joining us at inception stage, enabling you to have full impact on delivery.
Main duties of the job
1. Lead and develop the Programme Management Office (PMO) for a major transformational programme, ensuring governance, compliance, and alignment with organisational standards, including, Central Programme Management Office (CPMO) standards.
2. This includes leading a PMO Administrators and Coordinators, providing clear direction, role clarity, and supportive line management.
3. Ensure the integrity, accuracy, and accessibility of all programme information, supporting effective governance and decision-making.
4. Manage programme documentation, including quality assurance and adherence to standards, and facilitate effective communication channels for information dissemination.
5. Drive continuous improvement initiatives for the Programme Information Hub, optimising tools and processes to enhance information management efficiency and effectiveness. This is to develop and improve service
6. Foster a psychologically safe and collaborative environment where team members feel valued, motivated, and empowered to deliver high-quality PMO services
7. Provide planning, coordination, and control to maintain delivery cadence across all workstreams.
8. Build strong relationships across the programme, using emotional intelligence and effective communication to navigate complex stakeholder environments.
9. Exercise high‑level analytical judgement on complex programme issues that are multi stranded where data is incomplete or contradictory,
10. Own and develop Transformation programme governance policies, such as quality control, tolerance levels, escalation policy to ensure sufficient control and reduce risk exposure to the programme outcomes. These should align to and/or inform corporate approach, based on research methodology and learning.
11. Lead options appraisal (e.g., re‑phasing, scope negotiations, supplier liaison, resource reallocation) and present evidence‑based recommendations with quantified impacts across directorates.
About You
Experience and Knowledge
12. Significant experience operating a PMO supporting complex or transformational programmes.
13. Proven ability to manage governance processes, reporting cycles, and programme controls.
14. Experience in resource monitoring and budget tracking.
15. Experience producing high-quality reports and dashboards for senior stakeholders.
16. In-depth understanding of programme and project management methodologies (PRINCE2, P3O).
17. Knowledge of governance frameworks and assurance processes.
18. Familiarity with NHSBT transformation programmes and CPMO standards.
19. Experience of line-managing PMO Administrators/Coordinators or leading a PMO function.
Qualifications and Training
20. Educated to master level in a relevant subject or equivalent experience at a similar level.
21. P3O qualification.
22. PRINCE2 or equivalent project management qualification.
23. Evidence of continuing professional development.
24. Ability to travel to stakeholder sites and attend governance meetings.
